Executive Summary: The purpose of this report is to facilitate the purchase of irrigation and landscape supplies to support the operations of the City of Fremont (City) parks and public facilities.

BACKGROUND: To maintain service levels and avoid delays in maintenance work, staff obtains supplies from multiple vendors based on product availability, pricing, and specialized needs. The proposed purchase orders will allow the City to maintain a steady inventory of critical supplies, ensure competitive pricing, and product quality.

DISCUSSION/ANALYSIS: A Request for Proposals (RFP) Bid #26-003 opened on July 18, 2025, and closed July 29, 2025. The City received three proposals for irrigation and landscape supplies from the following vendors:

• Mission Irrigation
• Ewing Irrigation
• SiteOne Landscape Supply

All three vendors were evaluated and determined to be responsible and responsive.

Proposals were reviewed based on pricing and availability.

Based on the evaluation, staff recommends awarding purchase orders to all three vendors on an as-needed basis; Ewing Irrigation not-to-exceed $134,000 annually, Mission Irrigation not-to-exceed $61,000 annually, and SiteOne Landscape Supply not-to-exceed $36,000 annually. These purchase orders would cover the current fiscal year and subsequent fiscal years through June 30, 2030.

These figures include projected costs for routine maintenance, anticipated repairs, a contingency for unplanned system failures, and additional facilities coming online during this period.

ENVIRONMENTAL REVIEW: This action is not a project as defined by Pub. Res. Code Section 21065 and is categorically exempt under Section 15061(b)(3) of the California Environmental Quality Act (CEQA) in that it is not a project that has the potential for causing a significant effect on the environment.

ATTACHMENTS: None.

RECOMMENDATION: Authorize the City Manager, or designee, to execute purchase orders with Ewing Irrigation in an amount not-to-exceed $134,000 annually, with Mission Irrigation in an amount not to exceed $61,000 annually, and with SiteOne Landscape Supply in an amount not to exceed $36,000 annually, for the purchase of irrigation and landscape supplies, all through June 30, 2030.
