Executive Summary: The purpose of this report is to request approval of the second amendment to the facilities maintenance agreement with SpectraTurf, Inc., for playground maintenance and safety resurfacing at multiple City locations, increasing the contract by $900,000 through FY 2026/27 for a total not-to-exceed amount of $2,071,229.80.

BACKGROUND: A competitive process (RFP #22-017) was conducted for ongoing playground maintenance and resurfacing work at City facilities. On July 12, 2022, the City Council approved a contract with SpectraTurf, Inc., in an amount not-to-exceed $891,344 through June 30, 2027. On November 14, 2023, Council approved the first amendment, increasing the contractual authority by $279,885.80 for a total amount not-to-exceed $1,171,229.80. Staff now recommend increasing the agreement by an additional $900,000.

This Amendment would raise the total not-to-exceed amount to $2,071,229.80.

DISCUSSION/ANALYSIS: Maintenance Operations staff, together with SpectraTurf, Inc., have completed several playground resurfacing projects throughout the City. Ongoing inspections and condition assessments have confirmed the importance of continued investment in playground resurfacing and maintenance. Regular maintenance and periodic resurfacing are required to preserve the safety, accessibility, and long-term usability of City playground facilities.

This recommended Amendment would provide sufficient contract authority to continue addressing playground maintenance and resurfacing needs as they arise across multiple sites.

FISCAL IMPACT: Annual Funding for this project is included in the Capital Improvement Program Poured in Place Area Surfacing project (PWC8770).

ENVIRONMENTAL REVIEW: The project activities to be undertaken are exempt from review under the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15301, Existing Facilities. Prior to commencement of ground disturbing activities, the requirements of Fremont Municipal Code Section 18.218.050(b)(1) (Standard Development Requirements for Burrowing Owls) will be met.

ATTACHMENTS: None.
