Executive Summary: The purpose of this report is to recommend that the City Council authorize the City Manager, or designee, to execute an amendment to an existing agreement with Central Towing and Transport to add additional funding for the remainder of the agreement term.
BACKGROUND: The City entered into a five-year agreement with Central Towing and Transport on August 16, 2023, to provide police-initiated vehicle towing and storage services for the Fremont Police Department, in the interest of preserving public safety. The agreement is for an amount not to exceed $100,000 for a five-year term.
DISCUSSION/ANALYSIS: In 2024, the Fremont City Council directed staff to assess policy options to restrict large vehicles from parking near City schools and parks. With the parking restrictions in place, the department has seen an increase in the number of large vehicles subject to impounding, including Recreational Vehicles (RVs) and Boats longer than 15 feet. These large vehicles are reimbursable to the operator for the cost of proper disposal, up to $2,500 per vehicle. Central Towing and Transport is one of the towing companies that has the capacity to tow, store, and dismantle these large vehicles.
The increase in vehicles towed by Central Towing and Transport has resulted in the department fully expending the authorized $100,000 prior to the completion of the five-year agreement term. The department reimbursed $11,500 in FY 2023/24, $64,205 during FY 2024/25, and $19,390 to date in the current fiscal year. The rise in vehicle impounds is attributed to increased enforcement activity and a higher number of large vehicles throughout the city.
To continue towing and storage services without interruption, an amendment to the existing agreement will be necessary. Based on the annual towing volume and expenditures during FY 2024/25, an increase of $180,000 is recommended for the remainder of the agreement term which expires August 2028. This adjustment will ensure sufficient funding to support ongoing operations and maintain compliance with vehicle impound requirements.
FISCAL IMPACT: The proposal is to increase the agreement by $180,000, for a total not- to-exceed amount of $280,000 over the five-year agreement term. The additional cost of the amendment will be absorbed in the Police Department’s General Fund budget.

ENVIRONMENTAL REVIEW: The proposed action is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
ATTACHMENTS: None.
RECOMMENDATION: Authorize the City Manager, or designee, to execute an amendment to the agreement with Central Towing and Transport to increase the agreement amount by an additional $180,000, for a total not to exceed amount of $280,000 over the five-year term.
