Executive Summary: The purpose of this report is to initiate the construction of pedestrian crossing safety improvements at eight locations along Fremont Boulevard and Paseo Padre Parkway in support of Fremont’s Active Transportation Plan.
BACKGROUND: As part of the City’s traffic safety program, improving uncontrolled pedestrian crossings has been identified as a priority. Over the past ten years, approximately 35 crosswalk locations on major streets in Fremont have been improved using flashing beacons or signals. When activated, flashing beacons are highly effective at prompting drivers to yield to pedestrians. In May 2025, the City Council adopted the Active Transportation Plan (ATP) which included a five-year work plan that continues to prioritize pedestrian crossing enhancements along active transportation priority corridors, around schools, and connecting neighborhood walking destinations.
City staff has secured two State grants with a combined funding amount of $2.1 million to install pedestrian crosswalk flashing beacons at eight new locations: along Fremont Boulevard, specifically at Clough Avenue, Papazian Way, Adams Avenue, Michael Avenue, Crestwood Street, and Doane Street intersections; and along Paseo Padre Parkway at Dorne Place and at Mento Drive.
Key enhancement features identified for the proposed project include pedestrian actuated rapid-flashing beacons, high visibility crosswalks, ADA compliant curb ramps, concrete refuge median island, new connector sidewalks, and existing sidewalk repair near the crossings. These improvements are designed to improve visibility between drivers and crossing pedestrians, increase driver awareness to crossing pedestrians, and improve general accessibility for pedestrians at the crossing locations.
Construction of the project is planned to start in early 2026 and with completion in summer 2026.
DISCUSSION/ANALYSIS: Project design was started in 2024 and completed in September 2025. Bids for this project were opened on October 21, 2025. The bidders with their respective bid amounts are shown below. The Engineer’s Estimate is $2,500,000.00.

Reallocation of funds is required to support project HSIP grant matching requirements, and for City staff time to provide construction inspection, construction management, and construction contract administration services for the project. Staff recommends reallocation of funds to Council Staff Report (ID # 5573) Meeting of November 18, 2025 Updated: 11/13/2025 5:44 AM by Dina Lewis Page 3
