Re: Morrison Canyon Road Storm Repair and Mitigation Project Mitigated Negative Declaration
Response to Comments
Dear Mark,
EMC Planning Group has reviewed the public comments that were received during the 30-day public review period (September 2, 2025 to October 2, 2025) for the above- referenced mitigated negative declaration (MND). The lead agency (City of Fremont, hereinafter “City”) is not required to respond to public comments on the proposed MND, but the City’s decision-making body is required to consider all comments prior to considering adoption of the MND and approval of the project. We are only providing responses to environmental issues, as well as comments on the environmental review (CEQA) process.
The following public comments were received, and are incorporated into this document.
Each letter is presented, followed by the response.
1. Pacific Gas and Electric Company, dated September 12, 2025; and
2. USD Tri-City Wastewater, dated September 30, 2025.

Hello Mr. Hungerford,
Thank you for the notice to review and provide comment for the Draft Initial Study/Mitigated Negative Declaration for the Morrison Canyon Road Storm Repair and Mitigation Project (PWC9105). After review of the project location identified in the study, it was determined that there are no USD assets within the boundaries of the scope of work as provided in Appendix A of the IS/MND (see attachment). As there are no USD assets within the project location, we do not have any further comments.
Is this email sufficient or would you like to receive a formal letter of no comment? Thank you,
Andrew Baile
