Executive Summary: The Human Service Department has a long-standing partnership with the Alameda County Social Services Agency (ACSSA) for the City to provide services to older adults residing in the Tri-City area. In June 2025, the Alameda County Board of Supervisors approved an increase to the funding currently allocated to the City for FY 2025/26 under the existing agreements with ACSSA for older adult services.

To accept this additional funding, City staff recommends that the City Council authorize the City Manager to execute amendments to the City’s four current agreements with the ACSSA to revise the FY 2025/26 budgets and increase the not-to-exceed amounts as follows:
• For Age Well Center activities, from $136,000 to $142,089. • For Family Caregiver Support, from $473,000 to $569,235. • For Information and Assistance, from $460,000 to $470,409. • For Case Management, from $324,500 to $332,046.

Staff also recommends that the City Council increase the revenue estimates and appropriate additional funding in the Area Agency on Aging Fund and the Adult and Family Services Fund to reflect the increase in funding being received from ACSSA.

BACKGROUND: ACSSA has a long history of contracting with the City’s Human Services Department (HSD) to provide services to older adults living in the Tri-City Area. The City is currently in the final year of four different three-year agreements with ACSSA covering FY 2023/24, FY 2024/25, and FY 2025/26.

The agreements are specifically to provide: 1) Senior Center Activities through the City’s Age Well Centers; 2) Family Caregiver Support Services to family members who are caring for an older adult; 3) Information and Assistance to provide linkages to programs that support older adults; and 4) Case Management services to develop individualized assessments and care plans to help guide older adults.

DISCUSSION/ANALYSIS: As a result of additional funding provided by the American Rescue Plan Act (ARPA) of 2021, the $1.9 trillion federal economic stimulus bill passed in response to the COVID-19 pandemic, the four agreements between the City and ACSSA allocated higher compensation amounts for FY 2023/24 and FY 2024/25 than for FY 2025/26. Specifically, under the current agreements, the funding level for FY 2025/26 drops back down to the FY 2022/23 level.

Council Staff Report (ID # 5577) Meeting of December 9, 2025 Updated: 12/3/2025 2:12 PM by Dina Lewis B Page 2

In June of 2025, however, the Alameda County Board of Supervisors voted to restore $2 million in funding allocations for community-based organizations contracted with ACSSA.

With this approved additional funding, ACSSA is amending the four agreements with the City for older adult services to revise the FY 2025/26 budget and increase the not-to-exceed amounts under the agreements by the following amounts:
• For Age Well Center activities, from $136,000 to $142,089. • For Family Caregiver Support, from $473,000 to $569,235. • For Information and Assistance, from $460,000 to $470,409. • For Case Management, from $324,500 to $332,046.

Staff recommends that the City Council authorize the City Manager to amend the four current agreements with ACSSA to accept the additional funding to provide continuing services to older adults.

FISCAL IMPACT: In anticipation of providing older adult services under the current agreements with ACSSA, the City Council appropriated $353,000 in the FY 2025/26 Adopted Operating Budget. The compensation received under these ACSSA agreements offset the costs associated with HSD staff providing the contracted services.

Staff recommend that the City Council increase the revenue estimates and expenditure appropriations by $134,911 in the Area Agency on Aging Fund (Fund 173) and by $27,682 in the Adult and Family Services Fund (Fund 106) to reflect the increase in funding for FY 2025/26 under the amended agreements with ACSSA.

ENVIRONMENTAL REVIEW: The proposed actions are exempt from the California Environmental Quality Act (CEQAQ) because, without limitation, the actions are not a “project” as defined in CEQA Guidelines Sections 15378(b)(2), (4), and/or (5), and/or because, consistent with CEQA Guidelines Section 15061(b)(3), the actions have no possibility of a significant effect on the environment, each as a separate and independent basis for CEQA compliance.

ATTACHMENTS: None.

RECOMMENDATIONS:

1. Authorize the City Manager, or designee, to amend four agreements with the Alameda County Social Services Agency to revise FY 2025/26 budgets for older adult services and increase the not-to-exceed amounts for each agreement as follows:
a. For Age Well Center activities, from $136,000 to $142,089. b. For Family Caregiver Support, from $473,000 to $569,235. c. For Information and Assistance, from $460,000 to $470,409. d. For Case Management, from $324,500 to $332,046.

2. Increase the revenue estimate and appropriate an additional $134,911 to the Area Agency on Aging Fund (Fund 173) and $27,682 to the Family Services Fund (Fund 106).
