Executive Summary: The purpose of this staff report is to recommend that the City Council authorize the City Manager, or designee, to issue a purchase order to All Traffic Solutions, Inc. (ATS) in an amount not to exceed $149,911 for the purchase of seven ATS Flock License Plate Reader Ready Radar Speed and Messaging Trailers to support the City of Fremont and Fremont Police Department’s goal of enhancing traffic safety for the community.
BACKGROUND: The Fremont Police Department has been using solar-powered radar trailers throughout the city as a proactive traffic safety tool. These devices display real -time vehicle speeds and traffic safety messaging to motorists, providing immediate feedback that encourages drivers to slow down without direct enforcement action. Speed Alert Trailers are commonly deployed in residential areas, school zones, and high-complaint locations where traditional enforcement may be impractical due to roadway design, limited staffing resources, or concerns about congestion and safety. Portable Message Boards are used to communicate temporary or situational traffic messages, including speed advisories, road conditions, special enforcement zones, and community safety reminders.
Studies and operational use by law enforcement agencies nationwide indicate that these devices are effective at reducing vehicle speeds, particularly when deployed strategically and rotated among problem areas. They also support broader traffic safety initiatives by enhancing public awareness and reinforcing speed limits throughout the community.
In addition to traffic calming benefits, Speed Alert Trailers and Message Boards serve as force multipliers by allowing police departments to address speeding concerns without dedicating on-site personnel, thereby preserving sworn staffing for higher-priority calls for service. Their use aligns with data-driven policing models and community-based traffic safety strategies focused on prevention and education.
In addition to Speed Alert and Messaging, ATS produces the Flock-Ready Trailer, which is specifically engineered to work seamlessly with Flock Flex LPR cameras. License Plate Recognition technology has become a widely used tool in law enforcement for locating wanted vehicles, supporting Amber and Silver Alerts, providing investigative leads, and Council Staff Report (ID # 5604) Meeting of January 13, 2026 Updated: 1/9/2026 7:58 AM by Alberto Quintanilla Page 2 deterring crime. While fixed LPR cameras offer consistent coverage, mobile platforms allow agencies to reposition equipment as community needs shift.
DISCUSSION/ANALYSIS: The ATS Flock LPR Ready Radar Speed and Messaging Trailer includes several features that make it practical for everyday field use. It is designed to integrate directly with Flock Flex LPR cameras without additional installation work.
Deployment is straightforward: a manual lift system allows one person to set it up, and it can be towed by any vehicle with a standard 2-inch receiver hitch. Solar panels with 160W support long runtimes, often lasting weeks or months, particularly in sunnier conditions.
Through the ATS TraffiCloud portal, staff can remotely check battery life, GPS location, and camera status, and receive alerts if the unit is tampered with or running low on power. The trailer is built with a steel frame and a marine-grade finish for long-term durability, with many units remaining in service for a decade or more.
Mobile LPR trailers give the City the ability to quickly respond to changing crime patterns or community concerns. They can be deployed in areas experiencing thefts, used to gather investigative leads, or placed temporarily at special events. All of this can be done without installing permanent infrastructure.
FISCAL IMPACT: The estimated cost for the seven ATS Flock LPR Ready Radar Speed and Messaging Trailers is $141,911. This purchase will be funded utilizing a recently awarded CHP Cannabis Tax Fund Grant.
ENVIRONMENTAL REVIEW: The purchase of LPR Radar Speed and Messaging Trailers and associated parts is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
