Executive Summary: The Fremont Police Department receives funding via the Citizens Option for Public Safety (COPS) grant each year and previously reported to the City Council that a portion of the funding would be utilized for Police Department capital equipment in FY 2025/26.
The purchase of tactical body armor carriers and accessories is a replacement for body armor that has reached its end of life. The tactical body armor is currently fitted for the Special Response Team (SRT) and is used in events and operations to provide officer safety.
BACKGROUND: The Fremont Police Department utilizes tactical body armor in SRT operations to enhance officer safety. The current tactical body armor has reached the end of its manufacturing warranty for ballistics and needs to be replaced. Bid #26-015 was created for a quantity of 26 tactical body armor carriers and accessories with five responsive bidders.
DISCUSSION/ANALYSIS: Based on pricing, Adamson Police Products was selected as the lowest bidder for the 26 tactical body armor carriers and accessories.
FISCAL IMPACT: The estimated cost of 26 tactical body armor carriers and accessories, based on bid #26-015, is $129,628 and will be paid from the FY 2024/25 COPS Grant, which was previously appropriated by the City Council in the COPS Grant Fund (Fund 151).
ENVIRONMENTAL REVIEW: The proposed action is exempt from and not subject to review under the California Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
ATTACHMENTS: None.
