Executive Summary: The purpose of this report is to initiate the construction of electric vehicle charging infrastructure at Development Services Center for City fleet vehicle use.

BACKGROUND: In 2023, the City Council authorized allocation of $5 million of General Fund towards electric vehicle (EV) infrastructure for the City’s electric vehicle fleet to support the City’s climate action policies and comply with State mandates to transition to zero emission vehicles.

The EV Infrastructure Program will perform necessary upgrades to backbone electrical infrastructure to provide sufficient charging capacity to convert City fleet vehicles (including Police and Maintenance) to electric vehicles. The program is consistent with City Council goals of 55% reduction in greenhouse gas emissions by 2030 and carbon neutrality by 2045 as well as the California Air Resource Board’s Advanced Clean Fleet Regulation requiring municipal fleet conversion to EV.

The scope of work for the project includes adding four charging ports for Level 2 charging (overnight) and one charging port for fast charging at the Development Services Center.

Planned new EV fleet vehicles at the Development Services Center include light duty trucks and sedans used by staff in Community Development, Public Works, and Community Services (Parks Planning and Design). Project construction is expected to start in Spring 2026 and with completion by Summer 2026. This project is one of three EV charging infrastructure improvements planned for 2026; the others are located at City Hall and the Maintenance Center.
