Executive Summary: The purpose of this report is to facilitate replacing the aging roof at the historic Centerville Train Depot.

BACKGROUND: The Centerville Train Depot (Train Depot) is a City -owned historical structure located in the Centerville area of Fremont. The Train Depot is a functioning train station and multi -modal transit hub, serving Altamont Commuter Express (ACE) trains, Amtrak Capitol Corridor trains, AC Transit, and various employer shuttles. The Train Depot also contains a café. The existing roof for the Train Depot building has reached the end of its life cycle and needs to be replaced. During rainy weather, the existing roof leaks and it results in a high demand for maintenance staff services to address water intrusion into the building.

DISCUSSION/ANALYSIS: A proposed roof replacement project has been designed and bid out for construction. Construction is proposed to begin in summer 2026 and be completed by next winter.

Bid Results: Bids were received on March 5, 2026. The bidders with their respective bid amount are shown below. The Engineer’s Estimate is $123,000. It is noted that improvements to historic buildings are difficult to estimate due to their unique circumstances. During the bidding period and during project tours with prospective bidders, it was determined the project would have higher costs for staining the roof shingles to comply with standards for historic integrity.

Bidder Bid Amount
Diablo Roofing, Inc. $ 130,532.00*
Rainy Day Roofing, Inc. $ 221,590.20

The contractor is a responsible bidder experienced in this type of work and has satisfactorily completed contracts of a similar nature with the City and other nearby agencies.
