The Police Department seeks to enter into a new three-year agreement with Peregrine Technologies, Inc. for software for the Police Department’s real time data visualization platform of numerous integrated data sources. The platform provides a single point of access to view and analyze large -scale and real time data from various sources to enhance situational awareness and officer safety.
Staff recommends that the City Council authorize the City Manager , or designee, to enter into an agreement with Peregrine Technologies, Inc., for a three -year term in the amount of $453,000 payable in three annual payments with the option to extend for up to two additional one-year terms for a total amount of $762,600.
BACKGROUND: In 2020, Fremont Police Department staff issued a Request for Proposal s (RFP #21-008) inviting proposals from technology providers to provide, implement and support a data visualization platform for real time operations for the Police Department.
Peregrine Technologies, Inc. was selected to provide a platform for efficient, effective, and smart policing. The software integrates many data sources which provides timely information to responding officers, improving situational awareness and safety. Since its implementation in 2021, this platform has been integral to Police Department intelligence- led policing model by supporting real -time operations, investigations, and all data analysis needs.
The City previously exercised its option to extend the original three -year agreement for an additional two years, resulting in a total five -year period. That agreement expire d on March 15, 2026.

The platform plays an integral role in supporting the Real Time Information Center and advancing data -driven policing strategies. Renewal of this agreement will ensure uninterrupted access to essential analytical tools, support timely responses to investigative and operational needs, and Council Staff Report (ID # 5667) Meeting of April 7, 2026 Updated: 4/2/2026 12:26 PM by Dina Lewis Page 2
enhance coordination across specialized units as the Department continues to expand its reliance on technology-based solutions.
Pursuant to the City’s Purchasing Ordinance, Section 3.20.280(c), the City is authorized to enter into a contract for software upgrades and maintenance, software license renewals, and operating system maintenance services where the City has previously procured software and operating systems.
Staff recommends that the City continue utilizing Peregrine Technologies, Inc. as Fremont Police Department’s real-time data visualization platform.
FISCAL IMPACT : The recommendation is to enter into a three-year term in the amount of $453,000 payable in three annual payments with the option to extend for up to two additional one-year terms for a total agreement amount of $762,600. Funding for the first year will be from the 25th Assembly District Board of State and Community Corrections Fund Grant. Appropriations for years two through five will be included in the General Fund proposed operating budget for those years, unless other sources of funding are identified.
ENVIRONMENTAL REVIEW: The contract for software services is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
RECOMMENDATION: Authorize the City Manager, or designee, to enter into a service agreement with Peregrine Technologies, Inc. for a three-year term in the amount of $453,000 with an option to extend for two additional one-year terms for a total agreement amount of $762,600.
