Executive Summary: The purpose of this report is to execute a new Master Programs Funding Agreement (MPFA) with the Alameda County Transportation Commission (ACTC) to allow for continued receipt of funds used annually for pavement maintenance, pedestrian and bicycle safety, and paratransit services.

BACKGROUND: ACTC administers two countywide transportation revenue programs:
• Measure BB, a 1-cent sales tax approved by voters in 2014, and • Measure F, a $10 per year vehicle registration fee (VRF) approved by voters in 2010.

These programs include direct funding allocations to cities for local efforts related to pavement maintenance, bicycle and pedestrian infrastructure, and paratransit services.

To facilitate the allocation of ACTC administered funds and establish expenditure requirements, ACTC requires the execution of an MPFA. In addition, the City is required to execute project-specific funding agreements as ACTC funds are awarded for project implementation.

The current ACTC MPFA was executed by the City in 2016 and is set to expire on June 30, 2026. The execution of the new MPFA will ensure continued and uninterrupted distribution of ACTC administered funds. The new MPFA will be effective July 1, 2026, through June 30, 2036.

DISCUSSION/ANALYSIS: With the exception of a few updated performance metrics for the Measure BB program and the removal of reference to the Measure B program (which expired in 2022), the requirements stated in the new MPFA remain largely unchanged. The execution of the new MPFA will allow for continued allocation of Measure BB direct local distribution (DLD) funds, as well as potential receipt of other ACTC administered funds through their biannual competitive funding opportunities.

Currently, Measure BB DLD and VRF funds are utilized to annually fund City programs related to: pavement maintenance ($5.9 million), bikeway improvements ($840,000), pedestrian crossing enhancements ($840,000), traffic safety education ($250,000), and various paratransit services ($1.4 million).

Council Staff Report (ID # 5687) Meeting of April 14, 2026 Updated: 4/10/2026 9:15 AM by Alberto Quintanilla Page 2

It is noted that other active capital improvement projects where the City has obtained grants of Measure BB funds include the Centerville Complete Street Project (under construction), Walnut Avenue Bikeway Phase 2 Project (under construction), Fremont Boulevard Complete Street Project: Country to Grimmer Project (under design), I- 880/Decoto Interchange Modernization Project (under design), I-680/Mission Boulevard Interchange Modernization Project (under design), Irvington BART Station (under design), I- 880/Innovation Bridge Project (under design), East Bay Greenway Trail: Irvington to Fremont Downtown (under design), Centerville Rail Crossing Safety Improvement and Quiet Zone Project (under design), and S. Grimmer Boulevard/Warm Springs Intersection Improvement Project (under design).

FISCAL IMPACT: The City receives approximately $9 million to $10 million per year from ACTC administered Measure BB DLD and VRF funds for various pavement maintenance, bike/pedestrian safety, and paratransit programs. Execution of the new MPFA will facilitate the on-going allocation of these funds.

ENVIRONMENTAL REVIEW: The recommended actions are exempt from the California Environmental Quality Act (CEQA) because they are an administrative fiscal activity and not projects pursuant to CEQA Guidelines section 15378.

ATTACHMENTS:
• Draft Alameda CTC Master Programs Funding Agreement

RECOMMENDATION: Approval of the following actions related to the Alameda CTC Master Programs Funding Agreement:

1. Authorize the City Manager or designee to execute the Master Programs Funding Agreement with ACTC to continue implementation of the Measure BB and Vehicle Registration Fee programs.

2. Find that the action is exempt from CEQA review (administrative activity).
