Executive Summary: The purpose of this report is to facilitate approval of a franchise ordinance and subsequent agreement with LS Power Grid California, LLC (“LS Power”) to support enhancing the electrical power supply serving Fremont and the greater Bay Area.
On April 7, 2026, the franchise ordinance was introduced and the City Council held a public hearing. The ordinance is now before the Council for adoption.
