Executive Summary: The purpose of this report is to address the ongoing maintenance, operations, and improvement of the security systems at the City’s building facilities.

Background: The security of City facilities is operated by the Security Expert software system and administered by the Maintenance Operations Department. This software configures door schedules; personnel access and operates the door hardware. The types of facilities that utilize security software include administration buildings, community centers, fire stations, park and recreation buildings, and maintenance buildings.

Discussion/Analysis: Schneider Electric is the proprietary vendor of Security Expert, the security system software for the City with the capability for providing engineering, networking, programming, graphics generation, system installation, commissioning, integration, and follow-up service related to the product. Section 3.20.300 of the Fremont Municipal Code authorizes waiver of the competitive procurement requirements for sole-source contracts, and a sole source justification was approved in accordance with City’s administrative procedures.

A Master Service Agreement is being created to streamline the contract process and improve efficiencies around each project. The City will also receive reduced labor and material rates as part of this agreement.

The City’s most recent five-year agreement with Schneider Electric will expire on June 30, 2026.

Fiscal Impact: The not-to-exceed amount for the seven-year term (July 1, 2026 through June 30, 2033) is $1,500,000. All task orders and work performed under the Master Service Agreement will be funded by Council Staff Report (ID # 5686) Meeting of April 21, 2026 Updated: 4/17/2026 11:24 AM by Dina Lewis Page 2
projects or department operating budgets requiring security system services.

Environmental Review: This action is not a project as defined by Pub. Res.

Code Section 21065 and is categorically exempt under Section 15061(b)(3) of the California Environmental Quality Act (CEQA) in that it is not a project which has the potential for causing a significant effect on the environment, each as a separate and independent basis for CEQA compliance.

Recommendation: Authorize the City Manager, or designee, to execute a seven-year Master Service Agreement (July 1, 2026 through June 30, 2033) for City-wide security system services with Schneider Electric Buildings Americas, Inc. for a not-to-exceed amount of $1,500,000 for the seven-year term.
