Executive Summary: The purpose of this report is to recommend that the City Council authorize the City Manager, or designee, to increase the existing purchase order with ProForce Law Enforcement to meet essential firearms training needs for the current police academy classes.
Background: The Police Department requests a $50,000 increase to the existing ammunition purchase order to meet training demands for the current academy classes of 23 recruits. The Police Academy requires the department to provide approximately 4,000 rounds per recruit to complete mandatory basic firearms instruction, scenario-based training, and qualifications, which is significantly more than the ammunition needed for ongoing proficiency training of fully trained officers. The required increase ensures compliance with firearms training and qualification standards, supports safe and effective preparation of incoming personnel, and accounts for elevated ammunition consumption during academy classes.
Discussion/Analysis: This funding increase is necessary to ensure recruits meet all mandatory firearms qualification and safety standards before entering field service. Adequate ammunition is foundational to officer safety, skill development, and public safety readiness. Without this increase, the Department would face significant constraints in meeting required firearms training benchmarks, potentially impacting operational readiness and delaying deployment of new officers at a time when staffing is critical.
Fiscal Impact: The proposal is to increase the purchase order by $50,000, for a total amount of $149,000 for the remainder of Fiscal Year 2025/26.
The increase will be paid from the Police Department's operating budget.

Environmental Review: The proposed action is exempt from and not subject to review under the California Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
Recommendation: Authorize the City Manager, or designee, to increase the Purchase Order with ProForce Law Enforcement by $50,000 for a total amount not-to-exceed $149,000 to ensure the Department can meet required firearms training standards, maintain operational readiness, and prepare the incoming academy classes for safe and effective service.
