Executive Summary: The purpose of this report is to facilitate basic professional pest control services for the management of pests including ants, fleas, ticks, cockroaches, general insects, rodents, and pigeons at City owned buildings.

Background: There are 78 City owned buildings requiring basic routine pest control services to include the police campus, all fire stations, libraries, community centers, and administration buildings.

The City adopted an Integrated Pest Management Program (IPM) for the control of pests. IPM is the strategic approach that focuses on long-term prevention of pests and their damage from reaching unacceptable levels by selecting and applying the most appropriate combination of available pest control methods. These include cultural, mechanical, biological, and chemical technologies that are implemented for a given site and pest situation in ways that minimize economic, health and environmental risks.

Through the IPM Program, the most widely used pest control techniques are identifying and removing food and water sources; vacuuming; sealing points of entry into a building; using bait; setting traps; and continued inspections and monitoring. If all other exclusion techniques prove ineffective, then a pesticide is used. The pesticides used will be the least toxic and the amount used will be the least amount needed to be effective.

Discussion/Analysis: The City issued a Request For Proposals (RFP) on April 14, 2026, for Professional Pest Control Services. Proposals were received on April 28, 2026. City staff reviewed six bids and concluded that Torpedo Pest Control was the most responsive bidder with the best service plan and cost structure.

Council Staff Report (ID # 5724) Meeting of May 19, 2026 Updated: 5/14/2026 6:57 PM by Alberto Quintanilla Page 2

The recommended agreement is a seven-year Service Agreement beginning June 1, 2026 through June 30, 2033, for Professional Pest Control Services.

Fiscal Impact: The initial annual cost of the Service Agreement with Torpedo Pest Control is $74,044.64 ($54,044.64 basic scheduled service and $20,000 annual contingency). Annual price increases for the scheduled services amount are based on the San Francisco-Oakland-Hayward Consumer Price Index for All Urban Consumers (CPI-U) and shall not exceed 4 percent in any year. First year funding is included in the FY 2026/27 General Fund proposed operating budget for the Maintenance Operations Department. Future year services will be included in the proposed operating budgets for those years.

Environmental Review: The proposed action is exempt from the California Environmental Quality Act (CEQA), per CEQA Guidelines Section 15308 Actions by Regulatory Agencies for Protection of the Environment, which exempts actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment.

The purpose of the IPM is to maintain the environment by preventing the overpopulation of pests due to human actions. City Integrated Pest Management practices, as provided in Administrative Regulation 6.7 - Integrated Pest Management, involve detailed procedures for protection of the environment, including methods to reduce or minimize pesticide use on City properties, minimize health and environmental risks, and ensure compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements and the Alameda County Clean Water Program.

Attachments: None.

Recommendation: Authorize the City Manager or designee to execute a seven-year service agreement (July 1, 2026 to June 30, 2033) with Torpedo Pest Control at an annual cost of $74,044.64, with an annual price increase based on CPI-U but capped at 4% per year.
