Executive Summary: In May 2026, the City of Fremont (City) reached a tentative agreement with the Fremont Police Association (FPA) for a three- year successor Memorandum of Understanding (MOU). The bargaining unit is made up of 191 members and is comprised of Police Officers and Police Sergeants. The proposed MOU incorporates compensation increases, health- benefit allowance increases, and modifications and enhancements to longevity pay to aid with recruitment and retention efforts. All other substantive provisions of the MOU remain unchanged.
Background: The City’s current MOU with FPA expires on June 30, 2026.
The City’s negotiating team met and conferred with FPA representatives and reached a Tentative Agreement on May 27, 2026. The City received notice that FPA members ratified the Tentative Agreement on May 27, 2026. The effective date of the successor MOU will be July 1, 2026, and will expire on June 30, 2029. California Government Code Section 3505.1 requires the City Council to vote on the proposed successor MOU at a duly noticed public meeting.
