Hi Ian,
I wanted to send an email to the council and provide the additional information that was requested at the May 12th meeting. Regarding our ongoing investment in the East Bay Cafe Depot. Over the past decades we have constantly invested in our business in equipment and fixtures. Since Covid, we have been on a month to month lease and the uncertainty of not having a long term lease has prevented us from making desired additions to our equipment.

We
have plans with the health department for additional equipment that will allow us expand our menu and open later. Regarding hours of operation. I’ve surveyed the surrounding business in the Artist Walk area. Consider the following:

~Bon Appetit :

Monday & Tuesday off Wednesday to Sunday, 8am to 5pm
~Sack of Potatoes
Monday closed
Tuesday to Sunday
11am to 8:30 pm
~Devout Coffee: Monday to Sunday, 7am to 2pm
.•What are the things they are interested in doing to mitigate the opposition about not being willing to make any type of additional financial investment? Previously, we could not make any investment due to the month to month nature of the lease. We could not amortize any investment without a long term lease. We have submitted to the Health Department our plans to add hood and the inspector is currently reviewing if the equipment is appropriate and NSF approved and make kitchen investment that does NOT affect the historic nature of the Train Station building. The RFP specifically states that the roof of the building can not be penetrated with a cooking hood. Specifically, we intend and have submitted plans for a new technology cooking hood that does not require venting through the roof.

Additionally, once installed, we will acquire the appropriate NSF approved stove. We also submitted our plans to USD (Union Sanitary District) to add the right size greased trap based on our menu, and looking forward to hear from USD department so we can move forward with the permit from the city of Fremont building department. We will also upgrade the patio deck area furniture once it is safe to utilize and it has had structural failures.

We also
do have new tables and chairs inside the cafe and a new espresso machine and a new pastry display cooler for total of $15,000.00
•Menu and types of food served.

We serve a broad segment of our city, both traditional American breakfast as well as Island D-light a Filipino favorites. And we also have an easy grub sandwiches, fruits for train commuters. And we have coffees and teas etc. Kindly please see attached photos •More data on how many customers you have.

We have an average of 30~40transactions per day ( individual and or group) on weekdays. 40~55 transactions on weekends /Saturdays ( individual and or group). And we are looking forward to extending our hours and days of operation if there’s demands or if needed. •What would the real staffing structure look like and are you able to support the hours of 7am - 6pm?
We are going to hire 5~6 staff just like what he had before the pandemic. Monday~Friday 1~2 staff and myself Wendell from first shift 7am to 1pm , second shift 3pm to 7pm 2 staff and Tim. Weekend 2 staff plus Wendell & Tim.

We are passionate about our business as our customers passionate about their love for our “mom and pop” cafe. We’ve spent years serving our customers and community. Please allow us to keep our beloved cafe !
Sincerely,
Wendell Velilla

Ian,
I have to get Kayden's 1099-NEC from my tax
files. Perhaps the attachments will answer your
questions. 1099 from Sara, Invoices from
Backoffice bookkeeping (Kayden) as she bills me
for services. Missy...did not pay her ....she
would work for Sara when Sara wanted time off
and Sara would pay her. (Sara would bill me for
all da
ys she was scheduled, then pay Missy on
the occasion that she worked for Sara.) With
Reshni, she was not employed and was here for a
very short time. She got inv
olved with those
pictured below and eventually was arrested.

I know you are aware of what we deal with and
why security is necessary.

At the end, I would also like to address the request made by the City Council members regarding the café menu. Attached is a copy of our menu, which reflects the wide variety of food and beverages we offer to serve people from many different cultures and backgrounds. Our goal was always to create a welcoming and inclusive environment for everyone in the community. Our focus was not only on serving our own culture, but also on bringing together a diverse selection of Afghan, Turkish, Filipino, and American food and drinks that could be enjoyed by all residents and visitors while also continuing to preserve and represent Filipino food traditions that were previously part of the café.

In addition, I would also like to address a concern that was discussed during the meeting regarding the amount of investment involved in this project. I would be more than happy to provide official bank statements or any other legal financial documentation as proof of funds to demonstrate my financial ability, commitment, and readiness to invest in the café and its future development.
