East Bay Cafe Depot
"The Depot Cafe"
RFP: #26-014 Centerville Train Depot Cafe
Executive Summary
East Bay Café Depot motto: "leave the Depot with a full tummy and a full heary" Summary: Our Completive advantage
• 25 years successful Depot Cafe operational experience • Reliable tenant: Rent paid on time, every time!
• East Bay Café reflects the historical perspective of Centerville • A history of successful events at the Depot
• Financial success at this location for 25 years
• Amtrak, ACE and AC Transit Knowledge to assist commuters • Outstanding Yelp reviews
• 25 years of successful Alameda County Health Department inspections • Appreciation for the history of the Centerville Train Station • Centerville / Fremont history on display in cafe
• Existing and supportive clientele who love the Café
The East Bay Cafe Depot Cafe (aka Depot Cafe) is a cornerstone of the Centerville community, which in the last 25 years has transformed the historic Centerville Depot from a transit stop into a cultural and culinary destination. Leveraging over 25 years of proven operational success at this specific location, we are seeking a long-term lease to allow us to revitalize the space as the Plaza is scheduled for revitalization. Our proposal for the Café addresses the City of Fremont's need for an experienced, financially stable operator capable of managing the complexities of a public- facing transit plaza. By integrating an inclusive menu-designed to serve Fremont's diverse demographic by prioritizing high-quality ingredients—with a commitment to historical preservation, The East Bay Café Depot serves as both a unique and historic cafe and a gateway to Centerville's rich heritage. In addition, it will continue to assist passengers with ACE, Amtrak and AC transit information including track assignments for Amtrak.

Our unique value proposition lies in our deep knowledge and existing strategic partnerships. As the current stewards of the Centerville Depot, we maintain critical knowledge of Amtrak, AC Transit and ACE, providing logistical support to passengers that a new operator could not immediately replicate. Furthermore, we offer a specialized history of site management, effectively monitoring the property for encampments to ensure safety and cleanliness while maintaining the integrity of the plaza. Our strategy involves a community engagement calendar, featuring family- oriented events such as the Oliveira holiday readings, live music on the soon to be remodeled deck and plaza, and curated historical exhibits developed in partnership with the Patterson House and local longtime residents. We also look forward to hosting Depot Days once plaza renovations are complete and a long term lease is obtained, which in the past has celebrated the Depot's history in Centerville.

The Depot Cafe's financial model is built on foot traffic from commuters, destination dining for local residents who desire our unique food offerings. We look forward to being able to amortize additional investment in the Café over a 10 year lease as opposed to the existing month-to-month lease as it will unlock our ability to execute community events and longer-term facility improvements. By bridging the gap between Fremont's historical roots and its future as a transit oriented city, the Depot Cafe offers the City Council a PROVEN low-risk, high-impact partner dedicated to the long term stewardship and revitalization of the Centerville District.

A Community Asset
The Centerville Depot currently faces needed upgrades. The city of Fremont can be assured that our operations team will further enhance the Depot and the surrounding plaza into a vibrant, safe, and culturally relevant destination once the plaza is redesigned and the deck repaired. However, the current environment presents several specific hurdles:

Historic nature of the Depot: Due to the Depots historic nature, a traditional kitchen cannot be realized. The city has required that the roof not be penetrated with a cooking hood as is customary in other locations. In an effort to maintain the historic nature of the building, a new long term lease will allow us to purchase modern equipment that does not require a traditional hood, as we can amortize that investment over the length of a long lease.

Deteriorating Infrastructure: The Depot requires immediate investment, as the Alameda County Health Department WILL require a new operator to replace the bathroom floors which are in perfect tiled condition. (as per health department requirements SHOULD the operator of the cafe change from the current operator, who is grandfathered in, making replacement unnecessary if there is no change in ownership. With a new operator, the floors will need to be replaced. The aging front deck poses significant liability risks due to structural failures and temporary plywood patching, which has restricted the ability to use the deck for cafe operations or community events. Roof leaks has caused interior damage to computer systems and flooring.

Security and Maintenance Concerns: As a transit hub, the Depot is susceptible to transient-related challenges. Without a vigilant, experienced operator, the plaza risks becoming an area for encampments, which deters families and commuters, negatively impacting both foot traffic and city morale. Our experience with the transient populations has effectively reduced calls to the police, saving this crucial resource.

Lack of Programming: Currently, the plaza lacks consistent programming that celebrates Fremont's diverse demographic. Existing alternatives in the area often provide food without the "experience," failing to act as a community anchor or a cultural repository for the Centerville district. Liability concerns prevent programing.

Uncertainty and Short-term Thinking: Operating on a month-to-month lease has stifled the ability to invest in marketing, capital improvements, and event planning.

The Solution: A proven and committed Community Anchor
The East Bay Cafe Depot / Depot Café is not merely a food service proposal; it is a management and revitalization strategy for one of Fremont's landmarks. Our solution leverages 25 years of proven operational success to deliver a community hub which includes food service and commuter services as well as an area where the Fremont and Centerville community can come together

1. Cultural and Historical Stewardship We are transforming the interior of the Depot into a living museum. By partnering with the Patterson House and local historians, we will curate a collection of historic photographs and artifacts that celebrate Fremont and specifically Centerville's heritage. (see attached exhibit) This turns a routine coffee stop into a destination for residents and tourists to engage with Fremont's past. Additionally, past interior modifications of the cafe feature the historic Cloverdale Creamery counter and seating.

2. Inclusive Culinary Innovation Led by Wendell and Tim Velilla, our menu reflects Fremont's unique demographic profile. By focusing on high quality, diverse options —we want to ensure that the East Bay Cafe Depot is a welcoming space for all residents. We invite you to see their yelp reviews!

3. Proven Security and Transit Integration We offer more than just menu items; we offer site stability. Under the current tenancy, we have a demonstrated history of successfully managing the transit environment, preventing encampments, and maintaining a safe, family-friendly atmosphere. Furthermore, our knowledge with both Amtrak and ACE allow us to serve as an information hub, assisting passengers with track assignments and timing, thereby enhancing the overall commuter experience.

4. Event Programming With the security of a long-term lease and the necessary facility upgrades (where we offer a distinct advantage over new operators due to our existing approvals), we will launch an event calendar. This includes:
• Family-Centric Traditions: Continuing the Oliveira holiday readings along with other elementary schools.
• Live Culture: "Music on the Deck" series to celebrate the plaza remodel.

Educational Tourism: Guided history tours for local schools and families.
• Holiday in the plaza: Winter celebration at the Depot • Depot Days return
• Painting classes
Why We Are Different
Newer operators lack the institutional knowledge required to navigate the complexities of a Transit-adjacent business. Because we are already "approved" regarding specific health department facility improvements, we offer the city a faster, lower-risk path to operations. While competitors may offer food, only The East Bay Cafe Depot, Depot Cafe offers a proven 25-year track record of safety, transit coordination, and deep-rooted community trust. Existing Depot management worked with the City of Fremont and the police department to deter the transient population from "hanging out". We are not just seeking a lease; we are seeking to safeguard the legacy of the Centerville Depot for the next decade. Additionally, the operators have a long standing institutional knowledge of the Centerville Depot and a deep and abiding family history that revolved around the Depot area and that goes back 3 generations!

4.0 Target Market Analysis
The Depot Cafe is uniquely positioned at the intersection of historical preservation, transit utility, and community gathering. Our market encompasses three distinct segments: the daily commuter, the local history enthusiast, and the "New Fremont" family demographic. By leveraging our 25- year history in the Centerville District, we serve as more than a food beverage outlet; we are the primary stewards of the Plaza experience.

4.1 Market Segmentation
The "In-Motion" Commuter (ACE & Amtrak Passengers) Fremont serves as a critical transit hub for the Bay Area. With our established knowledge of Amtrak, AC Transit and ACE, we capture the morning and evening "commuter wallet."
Demographics: Working professionals (25-65) commuting to San Jose, Silicon Valley, or the Central Valley.

Psychographies: Value efficiency, reliability, and real-time information. They view The Depot as an extension of the transit platform—a safe, reliable spot for coffee and high-quality meal.

Why they pay: We provide "Information" alongside coffee. There is peace of mind of knowing their track and timing assignments while enjoying a premium meal.

Centerville Residences & History Enthusiasts
As Fremont evolves, there is a growing desire for authentic "Sense of Place." By incorporating historical photography from the Patterson House and Centerville archives, we appeal to those who value the city's heritage.
• Demographies: Long-term residents (45+) and local educators. • Psychographics: They are community-oriented and protective of Fremont's history.
• They seek a "Local Place" that isn't a generic corporate chain. • Why they pay: They invest in the preservation of local culture. They choose us because every meal supports a business that curates Fremont's history and maintains the aesthetic integrity of the Depot.

The Modern Fremont Family (Plaza Event-Goers) following the plaza remodel, this segment represents our largest growth opportunity.

Demographics: Young families (Parents 30-45) with children. This group is culturally diverse, which informs our strategic decision to offer a menu that is inclusive (e.g., non-pork options to respect the local Muslim demographic).

Psychographies: Sensation-seekers looking for weekend activities. They prioritize safety, cleanliness, and kid-friendly environments.

Why they pay: They pay for the experience and convenience. Curated events like the Oliveira holiday readings and live music on the deck provide a reason to visit the Plaza, turning a quick snack into a two-hour family outing.

4.2 Ideal Customer Profile (ICP)
Name: "The Connected Neighbor"
Location: Living or working within a 3-mile radius of the Centerville Depot.

Behavioral Traits: Uses public transit at least twice a week; attends at least one local community event per quarter; values diversity and cultural inclusion in quality food choices.

Top Need: A safe, vibrant, and supervised public space where they can eat, wait for a train, or learn about their city's roots without the disruption of unregulated transient activity.

4.3 Market Size & Growth Potential
The Centerville district is undergoing significant revitalization. According to recent city data, Fremont continues to see a rise in transit-oriented development (TOD).

TAM (Total Addressable Market): All daily ACE/Amtrak riders passing through the Fremont station and the 230,000+ residents of Fremont.

SAM (Serviceable Addressable Market): The 20,000+ residents and commuters specifically utilizing the Centerville station and immediate surrounding retail corridor.

SOM (Serviceable Obtainable Market): We aim to capture 15-20% of the daily foot traffic through the Plaza by leveraging our "historically approved" status and revitalized event calendar.

4.4 Competitive Advantage: The "Stewardship" Factor
Unlike a new operator who may struggle with the complexities of the Depot's unique environment, we offer the City of Fremont a "de-risked" tenant. Our target market trusts us because we have managed the facility for over 25 years, successfully preventing homeless encampments on-site and maintaining a safe environment even during periods of month-to month lease uncertainty.

This history of stewardship is the primary reason our customers will continue to choose The East Bay Cafe Depot, Depot Cafe over newer, less-invested competitors.

5.0 Business Model
The Depot Cafe operates as a multifaceted community hub, transitioning from a traditional food service outlet to an experiential "destination anchor" for the newly remodeled Centerville Plaza.

Our model leverages a high-traffic transit location to blend consistent daily retail revenue with event-based income and service contracts.

5.1 Revenue Streams
The Depot Cafe utilizes a diversified revenue model to ensure financial stability and consistent rent coverage:

Primary Food & Beverage Sales: High-volume retail of coffee, breakfast, and lunch items tailored to the local demographic. The menu focuses on high-margin, quick- service items that cater to both commuters and sit-down diners.

Service & Information Contracts: Amtrak and ACE. Our role in providing passenger information and managing track assignments creates a non-food revenue stream and ensures a steady flow of captive customers.

Event Hosting & Programming: Revenue generated through Depot and Plaza events.

Hosted community events, music on the deck, and historical tours. These events drive "surge" traffic during off-peak hours and weekends.

Historical Tourism: By integrating Centerville and Patterson House historical exhibits, the Cafe acts as a cultural destination, attracting local residents and families who might not otherwise visit for transit purposes alone.

5.2 Pricing Strategy
We employ a strategy designed to remain accessible to the Fremont community while reflecting the quality and convenience of our location.

Commuter Tier: Competitive pricing on daily staples (coffee/pastries) to maintain high-frequency habituation.

Experience Tier: Premium pricing for specialty lunch items and event-catered menus.

Inclusive Menu Engineering: By intentionally curating a public-facing menu, we maximize our Total Addressable Market (TAM) within Fremont's diverse demographic, ensuring no revenue is lost due to cultural or dietary exclusions.

5.3 Competitive advantage:
• Full implementation of the Centerville history exhibits to establish the Cafe as a mandatory stop for local tourism and school groups.
• ACE and Amtrak, experienced operations and passenger guidance • Experienced event planning to activate the Depot plaza. (Association with Dirk Lorenz who has chaired the Fremont Festival of the Arts for 30 years) • Historical Continuity: 25 years of proven success at this exact location provides us with insights into customer behavior that no new operator can replicate. • Transit Integration: Our knowledge with Amtrak and ACE make us an essential part of the station's infrastructure, not just a tenant.
• Operational Readiness: Unlike a new operator who must navigate "new tenant" approvals and infrastructure upgrades including the Alameda County Health Department requirement to upgrade all bathroom floors should a NEW operator be chosen.,
• Community Trust: Our deep ties to the FUSD, specifically the Oliveira holiday traditions and local historical societies provide a level of social capital that ensures immediate and sustained patronage.
• We are a "turn-key" solution for the City of Fremont.

Market Strategy East Bay Café Depot / The Depot Cate
The Depot Cafe's strategy centers on leveraging its 25-year legacy and its role as a vital community hub to drive foot traffic, foster local pride, and ensure financial sustainability. Our approach combines traditional community engagement with modern digital tactics to reach commuters, history enthusiasts, and local families.

1. Customer Acquisition Approach
The Commuter Capture: Leveraging our unique position as the information hub for Amtrak and ACE. By providing essential travel data (platform assignments and timing), we convert transient passengers into daily patrons.

The Family & Event Draw: Positioning the Cafe as a safe, family-friendly destination through curated events that utilize the new plaza.

The Cultural/Historical Hub: Using the Cafe as a gateway to Fremont's history to attract residents who may not currently use the train service but value Centerville's heritage.

2. Marketing Channels & Tactics
A. Community & Historical Engagement
• History Exhibits: In collaboration with the Patterson House and local archives, we will install rotating historical photo galleries. This "Museum-Cafe" hybrid model encourage longer dwell times and repeat visits from history buffs and local schools. See sample o historical pictures included in this proposal.
• Signature Events: We will host community and school events, including the "Oliveira Holiday Readings" for children and "Music on the Deck" series. These events are designed to activate the proposed City's newly remodeled plaza plan and demonstrate the Cafe's value as a site manager.
• Public Safety & Stewardship: Our proven "Active Management" model ensures the Depot remains a clean, safe, and professional environment, free from encampments. This stewardship is a form of passive marketing that maintains the brand's reputation for safety and quality.

B. Digital Presence (Demand Generation)
We currently optimize our Google Business Profile and local search keywords specifically for "Breakfast near Centerville," "Fremont Amtrak food," and "Best coffee in Fremont."
Social Media: Our platforms focus on visual storytelling—showcasing the history of the café and plaza events
Yelp: Visit our yelp page to see our reviews!
C. Our history on site for 25 years justifies the lease and ensures consistent rent coverage:

Menu Optimization: Under the direction of Wendell and Tim Velilla, our menu currently serves the local demographics well. (visit our yelp reviews!) Passenger Service: Our status as the information source for ACE and Amtrak creates a captive audience. We will cross-promote cafe specials through "Information First, Refreshment Second" interactions.

Plaza Programming: Once the plaza is refurbished and the exterior deck is repaired, we will host larger plaza events, (Depot Days, Holiday in the Plaza) bringing in external foot traffic that would otherwise not visit the Centerville district.

4. Scaling and Long-Term Growth
To scale the business over the proposed 10-year lease, we will implement the following phases:

Phase 1 (The Re-Launch): Finalize the interior upgrades by adding the historical gallery installation. Purchase new equipment that can be amortized over a long term lease. Re-establish the baseline commuter revenue via expanded hours of operation Phase 2 (Event Expansion): Once the City completes the deck and plaza safety improvements, we will scale up community events, increasing non-commuter revenue by an estimated 25%.

Phase 3 (Partnership Integration): Engage the Fremont school districts for educational history tours. Additionally, expand our intern program for high school students learning business.

Sustainability: By transitioning from a month-to-month lease to a 10-year term, we will move from "survival mode" to "investment mode," allowing for capital improvements in kitchen technology and staff training to handle higher volumes as the Fremont population continues to grow.

Our Team
Management Team & Key Personnel
The ideal founding team for The Depot Cafe combines twenty-five years of operational history with specialized expertise in community programming and station management. To meet the specific requirements of the City of Fremont's RFP, the team is structured to ensure financial stability, safety, and a revitalized cultural presence at the Depot.

Team Leadership Roles
The East Bay Cafe Depot / Depot Cafe ownership team consists of two local teams: Wendall and Tim Velilla and Lisa Lorenz.

Operations & Compliance Lead (Wendell Velilla): Focused on day-to-day cafe management and historical preservation. This role oversees the curation of the Centerville and Patterson House historical exhibits, ensuring the Depot serves as a cultural hub. They are responsible for menu engineering-specifically tailoring offerings to Fremont's diverse demographic (including Halal-friendly options)-and maintaining the 25-year legacy of quality service.

Food Service Director (Tim Velilla and Lisa Lorenz): Responsible for the activation of the plaza and front deck. This role focuses on event curation, ranging from the Oliveira holiday readings to live music, designed to drive foot traffic. Key responsibilities include managing the transition from a month-to-month lease to a long- term 10-year growth strategy and overseeing the necessary facility upgrades, such as the bathroom and deck renovations.

Transit Liaison & Safety Coordinator: Lisa Lorenz, plus two additional staff members. A specialized role focused on the office space (space A) unique relationship with Amtrak and ACE. This individual manages "Active Station Support," providing passengers with timing and track assignments while maintaining a "Clean & Safe" policy. Their primary experience lies in compassionate but firm management of the Depot grounds to prevent encampments and ensure a family friendly environment.

Valuable Skills & Experience
• Local Expertise: Dirk Lorenz As a past member of the Fremont Planning Commission, Dirk Lorenz's association via Lisa Lorenz brings experience and deep roots in the Fremont community to the café and exhibits a proven track record of navigating City Council expectations and municipal RFP processes. (note: Dirk and Lisa Lorenz live in the Glenmoor community) • Event & Plaza Management: Chair: Fremont Festival of the Arts Experience in logistical planning for outdoor community events and liability management related to public-use infrastructure.
• Financial Stewardship: Robust financial literacy with the ability to project revenues that justify high-value lease terms and demonstrate the "financial wherewithal" required by the City.
• Inter-Agency Coordination: Existing rapport with transit authorities (ACE/Amtrak) to ensure the Cafe remains an integral part of the commuter infrastructure.

By leveraging this generational experience and a clear plan for plaza improvements, this team is uniquely positioned to carry on the traditions and experiences that the Depot as a premier Centerville destination. Hours of operation will be expanded once repairs to the decking and the plaza renovation are compete.
• Hours of operation: Monday - Friday
• Café: 7:00 am to 6:00 pm
• Hours of operation: Saturday and Sunday
• Café: 7:00 am to 5:00 pm Saturday
• Café: 8:00 am to 2:00 pm Sunday
• Amtrak ACE information available during opening hours.

Financial Summary
The Depot Cafe continues to leverage 25 years of operational history at the Fremont Depot to secure a long-term 10-year lease. By transitioning from a month-to-month status to a stabilized lease, we will unlock the ability to scale high-margin community events and modernize our service model to meet the needs of contemporary Amtrak and ACE commuters.

Initial Investment Required
While the Depot Cafe is an established entity, the transition to a long-term lease does not require a strategic capital injection. The ongoing operations of the existing tenant mean immediate operational and aesthetic enhancements that align with the City's plaza remodel:

Infrastructure & Compliance: Finalizing minor interior updates, specifically bathroom floor remediation (leveraging our current occupancy status to avoid the comprehensive permitting delays a new operator would face).

Curated Historical Exhibits: Installation of historical displays in collaboration with the Patterson House to transform the cafe into a cultural destination.

Event Launch: Marketing and logistics for the relaunch of the "Music on the Deck" series and "Oliveira Holiday Readings."
Expected First-Year Revenue Range
Based on historical performance and the expansion of revenue streams (cafe sales, event ticketing, and transport service contracts), we project continued operational profits as indicated by our 25 year history.

Core Cafe Sales (65%): Sustained by the daily commuter base and local Fremont residents. The menu will be optimized for the local demographic, focusing on high quality, inclusive options that appeal to the diverse Centerville community.

Event-Driven Revenue (15%): New revenue generated through plaza event sponsorships, ticketed seasonal readings, and increased foot traffic during weekend music sets.

Key Cost Drivers
Our financial stability is anchored by a lean operational model, with primary expenses categorized as follows:

Labor Efficiency: Owner operation is optimized around train schedules to capture peak commuter volume while maintaining a "security-presence" to manage the property and prevent transient encampments on the Depot proper. • COGS: Strategic menu engineering that avoids niche or high-volatility ingredients, focusing instead on high-margin, culturally inclusive items.

Facility Maintenance: As long-term tenants, we shift from reactive patching to progressive operations of the deck and interior, ensuring the City's asset is protected and liability is minimized.

Timeline to Profitability
Because the Depot Cafe is an existing operation with a proven customer base and installed equipment, we are currently profitable. Upon signing the 10-year lease. The initial investment made 25 years ago and updated over that time is intended for growth and aesthetic alignment with the City's vision, rather than a "startup" cost. We expect continued profitability through increased event-driven sales within the first six months of the new lease term, providing the City of Fremont with a reliable, long-term revenue share and a debt-free partner. (As long as needed repairs are made by the City of Fremont) Financial statement included.
