Applications for Boards, Commissions, & Committees
The City Clerk’s Office welcomes applications for all Boards, Commission and Committees year round.

Each year, the City Clerk keeps a current list of applicants. Applications are public records.

You may submit an application at any time between January 1 and December 31. The City may consider your application for any vacancy that comes up during that year.

On December 31, all unselected applications expire. If you would like to be considered again, you must submit a new application.

This process allows the Mayor to review applications already on file if a vacancy comes up. A vacancy may occur if someone resigns, is no longer eligible to serve, or their term ends.

Background Information

Public service has been a passion throughout my career and community involvement. For more than 20 years, I have served in local government, including San Mateo County and the Cities of San Jose, Oakland, and Santa Clara, helping modernize services, improve transparency, and increase operational efficiency through technology and innovation. In recognition of this work, I received the Civic Hero Award in 2023 for advancing collaborative approaches that improved government services, efficiency, and transparency. I hold a Master's degree in Urban Planning and a Stanford Graduate School of Business Executive Leadership Certificate (LEAD). My professional experience has given me a strong understanding of how planning decisions impact housing, transportation, economic development, infrastructure, sustainability, and quality of life. As a longtime Fremont resident and community advocate, I care deeply about our city's future. I believe Fremont has a unique opportunity to thoughtfully address housing and transportation needs while preserving neighborhood character, supporting economic vitality, and maintaining the high quality of life that attracts families and businesses to our community. I would be honored to contribute my professional expertise, community leadership experience, and commitment to public service as a member of the Planning Commission.

I would bring a unique combination of professional expertise in local government, strategic planning, technology innovation, and long-standing community leadership. Over the past 20 years, I have served in local government with San Mateo County and the Cities of San Jose, Oakland, and Santa Clara, leading initiatives that improved government efficiency, transparency, and public services. This experience has given me firsthand insight into how planning decisions influence housing, transportation, infrastructure, economic development, sustainability, and overall quality of life. My Master's degree in Urban Planning and Stanford Graduate School of Business Executive Leadership Certificate further strengthen my ability to evaluate complex planning issues from both a technical and strategic perspective. Equally important, I bring the perspective of an engaged Fremont resident and community volunteer. Through my service as Vice Chair of the Fremont Human Relations Commission, President of the Silicon Valley Chinese Rotary Club, a five-year member of the Irvington High School PTSA Executive Board, and other civic leadership roles, I have worked closely with residents, community organizations, and City leaders to build consensus and serve diverse communities. I am a collaborative, thoughtful, and data-driven leader who values listening, balancing competing interests, and making decisions that benefit the community over the long term. I would bring an open mind, a commitment to fairness and transparency, and a genuine passion for helping Fremont grow in a way that preserves its character while creating opportunities for future generations.

Why do you wish to serve as member of this Advisory Body? What would you bring by way of perspective or experience to this Board or Commission? What do you feel are some of the factors which go into making a residential neighborhood a “good place to live?” What factors contribute to a good commercial or industrial area? What are some of the negative factors to the above?

and neighborhood services. It should foster a strong sense of community while balancing growth with preservation of neighborhood character. A successful commercial or industrial area supports jobs and economic vitality through thoughtful design, good transportation access, adequate infrastructure, and compatibility with surrounding neighborhoods. It should be attractive, sustainable, and serve the needs of both businesses and residents. Negative factors include poor planning, traffic congestion, incompatible land uses, inadequate infrastructure, noise, safety concerns, and lack of maintenance. Good planning requires balancing growth, economic development, environmental sustainability, and quality of life to ensure long-term benefits for the entire community. *
One of the primary planning issues facing Fremont today and over the next several years is traffic safety, particularly around schools. Protecting children and pedestrians should be a top priority. As the city continues to grow, thoughtful transportation planning, roadway design, and traffic management will be essential to reducing accidents, improving mobility, and enhancing residents' quality of life. I believe these challenges should be addressed through careful planning, data-driven decision-making, and meaningful community engagement. By working closely with residents, schools, transportation professionals, and City staff, Fremont can develop solutions that improve safety while supporting the city's long-term growth and livability. *
The Planning Commission's role is to ensure that commercial and industrial development aligns with the City's General Plan, zoning regulations, and long-term vision while balancing functionality, aesthetics, sustainability, and community interests. As the heart of Silicon Valley continues to evolve, I believe Fremont should be open to bold, modern, and innovative architecture that reflects its role as a center for technology and innovation. At the same time, new developments should be thoughtfully designed to complement their surroundings, minimize impacts on neighboring properties, and contribute positively to the community. I believe I can fairly reflect the community's aesthetic values by listening to residents, considering staff recommendations, and evaluating each project on its merits. Good design is not only about appearance—it should also promote usability, efficiency, sustainability, and economic vitality. By encouraging high-quality architecture while respecting community character, Fremont can attract innovative businesses and create a distinctive, forward-looking identity. *
As land values continue to rise, providing affordable housing will require creative and strategic planning rather than relying solely on new development. One promising approach is the adaptive reuse of underutilized office buildings, aging motels, and obsolete commercial or industrial properties by converting them into quality affordable housing where appropriate. Future planning should encourage redevelopment in areas with existing infrastructure, transit access, and nearby services while preserving established residential neighborhoods. Public-private partnerships, incentives for mixed-income developments, and streamlined approval processes can also help increase the supply of affordable housing. Affordable housing is essential to maintaining a diverse and thriving community. Teachers, healthcare workers, public safety personnel, and young professionals should have opportunities to live in the communities they serve. Thoughtful planning can help Fremont meet its housing needs while preserving the city's high quality of life.
*
I support the use of Planned Districts because they provide flexibility to address the unique characteristics of each development while ensuring projects align with the City's long-term goals. Unlike standard zoning, PDs allow the City to negotiate project-specific conditions related to design, public amenities, open space, transportation improvements, sustainability, and community benefits. When used appropriately, Planned Districts encourage innovative, high-quality development that benefits both residents and developers. However, the process should remain transparent, consistent, and guided by the General Plan to ensure fairness and maintain public trust. *
A Planning Commissioner's primary responsibility is to serve the public interest by making fair, objective, and well-informed decisions that support the City's General Plan and long-term vision. To the community, a Commissioner should listen to residents, consider diverse perspectives, and protect the quality of life while planning for future growth.

To developers, a Commissioner should ensure a fair, transparent, and consistent review process that encourages high-quality projects aligned with City policies. To the City Council, a Commissioner should provide thoughtful, independent recommendations based on sound planning principles, community input, and the facts presented for each project.

What do you perceive to be the primary “planning” issues facing the community now and over the next three years? Have you any ideas of how the community should approach solutions to theses issues? How do you perceive the correct role of the Planning Commission regarding site and architectural reviews of commercial and industrial buildings? Do you feel you can reflect the community’s “aesthetic” values in reviewing the design of a building? Why? What are the rights of the p As land values continue to increase, so called “affordable housing” becomes more and more difficult to incorporate into the Planning concept.

What are your thoughts on this aspect of future planning? Planned Districts (PD’s) have been used extensively in Fremont to provide the City with a means to negotiate conditions with developers pertaining to their projects. Please state your views, “pro” or “con.” What do you believe is the responsibility of a Planning Commissioner to the community? To the developer? To the City Council? Organization ?
