EXHIBIT A
BUSINESS PLAN
1. Executive Summary
This proposal is submitted in response to RFP 26-014 for the lease and operation of the Café (Space B) and Office (Space A) at the Centerville Train Depot, located at 37260 Fremont Boulevard, Fremont, California.
The proposed operation will function as a single, integrated café and office use designed to support daily commuter activity, provide consistent public-facing service, and contribute to activation of the depot and surrounding plaza while respecting the historic character of the facility. The operation is structured to complement transit use through early-morning and late-evening service, reliable customer assistance, and a clean, well-managed environment appropriate for a public transportation setting.
The proposer’s prior experience operating at the Centerville Train Depot enables immediate operational readiness, informed coordination with City requirements, and effective management of public interaction during peak commute periods. The proposal emphasizes dependable service, clear accountability, and long-term operational stability aligned with the City of Fremont’s objectives for stewardship of this historic transit site.
1 2. Company and Management Structure
The proposed operation will be conducted as a sole proprietorship under the ownership of Zabihullah Akrami. The Owner will serve as the on-site managing principal and will retain full operational, financial, and administrative authority over the business.
The management structure is intentionally streamlined to ensure direct accountability, clear decision-making authority, and consistent oversight of daily operations. Responsibilities will include staffing supervision, financial management, inventory control, vendor coordination, regulatory compliance, customer service standards, and coordination with the City of Fremont and applicable transit agencies.
The Owner’s prior experience operating within the Centerville Train Depot provides demonstrated familiarity with commuter traffic patterns, public-use facility standards, and the operational requirements associated with a City-owned historic property. This experience supports a stable and compliant operational framework.
The proposed management model emphasizes reliability, operational discipline, and responsible stewardship of public property. Staffing levels and shift coverage will be structured to support peak commuter periods while maintaining consistent service throughout operating hours.
2 3. Proposed Use & Services – Café (Space B)
The Café (Space B) will operate as a commuter-focused café providing high-quality coffee, espresso beverages, breakfast items, light sandwiches, and fresh pastries suitable for morning and evening transit use. The service model is intentionally focused and efficient, supporting both grab-and-go service and seating for patrons waiting for trains.
The café will serve train commuters, nearby residents, and members of the public using the depot. Seating within the café will accommodate customers who wish to sit, wait, or relax before or after train travel. The café is not proposed as a full-service restaurant and will not provide full lunch or dinner service.
Complimentary wireless internet access will be provided for customers, supporting commuters, students, and community members utilizing the depot during operating hours.
4. Office Use – Space A
The Office (Space A) will be used for administrative functions, operational coordination, secure storage, and customer assistance related to café operations and transit activity. The office will support daily business functions including scheduling, inventory coordination, recordkeeping, and coordination with the City.
Consistent with prior depot use, the office space is intended to function as a point of customer assistance for train-related inquiries. Subject to City approval and coordination with applicable transit agencies, the proposer intends to pursue opportunities to support ACE and Amtrak passenger assistance and ticketing-related services, as permitted, from this space.
All office use will comply with City approvals, lease terms, and applicable regulations. No unapproved commercial or non-permitted uses are proposed.
3 5. Plaza, Patio, & Café Deck Use
The proposer intends to activate the plaza, patio, and café deck areas in a controlled, community-oriented manner that enhances public use of the Centerville Train Depot while remaining compatible with surrounding residential uses and City requirements.
Subject to City approval, proposed outdoor activities may include:
● Live music performances, limited to small-scale acoustic or low-volume band performances, scheduled only at times approved by the City ● Farmers market–style pop-up events, featuring locally sourced goods and community vendors intended to serve nearby residents, commuters, and visitors ● Community-oriented gatherings that support daytime and early-evening use of the depot plaza.
All outdoor activities will be:
● Conducted only with prior City approval and any required permits ● Scheduled to avoid interference with train operations ● Managed to ensure safety, cleanliness, and orderly public access ● Coordinated to remain compatible with the residential neighborhood and historic setting ● Any activity not approved by the City will not be pursued.
4 Operational Site Plan Overlay
5 6. Days and Hours of Operation
The café and office operations are proposed to operate seven (7) days per week.
Proposed hours of operation:
5:00 AM to 10:00 PM
Hours are subject to City coordination and approval.
In accordance with City requirements, the Café operator will open and close the public restrooms at the start and end of each business day and will monitor restroom conditions throughout operating hours to ensure general cleanliness and orderly use. Deep cleaning and supply stock will remain coordinated with the City’s janitorial contractor.
7. Staffing Structure & Shift Coverage
The café operation will be staffed with an estimated five (5) to six (6) employees, with staffing levels adjusted as needed based on operational demand. This staffing count applies to café operations only.
Staffing will be organized using day and evening shifts to support extended operating hours and consistent service throughout the day. Staffing levels will be increased during peak commuter periods and adjusted during slower periods to ensure efficient operations.
The owner-operator will maintain regular on-site presence and direct operational oversight of staffing, service standards, and operations. A designated on-site supervisor will provide coverage during periods when the owner-operator is temporarily unavailable.
6 8. Staffing Roles, Training & Operational Reliability The proposer will serve as the primary on-site manager and operator, providing direct operational oversight, staff supervision, customer service management, and coordination with the City.
● Staff training will emphasize:

7 9. Financial Capacity & Startup Investment
The total projected startup investment for the proposed Café and Office operation is approximately $200,000. This investment is allocated for equipment acquisition, furnishings, seating, approved tenant improvements, initial inventory, and operational working capital. The proposer currently maintains approximately $40,000–$50,000 in available liquid capital.
Additional financial support is available through family resources. Such support does not constitute partnership, ownership interest, or shared operational control. The business will remain solely owned and managed by the proposer. The proposer has the financial capacity to satisfy lease obligations, fund startup requirements, and maintain operational stability during the initial term of the lease. Supporting financial documentation will be included with this proposal.
10. Projected Financials
The following financial projections are based on the proposer’s prior operational experience at the Centerville Train Depot and reflect a structured and conservative Year 1 forecast under the proposed commuter-focused café model.

• ACE ticket sales and passenger assistance services
• Periodic farmers market–style plaza activation
• Modest tenant improvements enhancing customer experience • Expanded community engagement initiatives
These elements are not assumed within the base case projection and are presented solely as potential revenue enhancements. Financial planning and lease commitments are based exclusively on the conservative base case forecast.
D. Estimated Operating Expenses – Year 1

Cost of Goods Sold: $9,000
Payroll (5–6 employees): $8,500
Proposed Rent (Estimated): $2,700
9 Insurance: $700
Supplies, Maintenance & Miscellaneous: $1,100
Estimated Total Monthly Operating Expenses: $22,000
Estimated Annual Operating Expenses: $264,000
E. Net Operating Position – Base Case
Estimated Annual Gross Revenue: $384,000
Estimated Annual Operating Expenses: $264,000
Estimated Net Operating Income (before taxes): $120,000 The proposer maintains liquid capital reserves of approximately $40,000–$50,000, providing additional operational stability and working capital support during the initial lease term.
The financial projections presented herein are structured on conservative assumptions to ensure consistent lease compliance, operational continuity, and long-term sustainability within a public transportation environment.
11. Marketing Proposal
The marketing approach for the Centerville Train Depot Café is structured to support commuter convenience, community integration, and operational consistency while maintaining compatibility with the historic and civic character of the facility.

These activities will be scheduled in coordination with the City to ensure compatibility with train operations and surrounding residential uses.
C. Digital Presence
A basic and professional digital presence will be maintained to provide accurate operating hours, contact information, and general service updates. This may include a Google Business listing and limited social media communication for informational purposes only. All communications will reflect the professional and civic nature of the facility. No aggressive or disruptive advertising practices are proposed.
D. Local Business Coordination
Where appropriate, the café may coordinate with nearby Centerville businesses and community stakeholders to support mutual visibility and community engagement. Any coordinated activities will remain consistent with City regulations and lease requirements.
