Executive Summary: The purpose of this report is to facilitate receiving BPMP grant funds in the amount of $2,384,313 for preventive maintenance related to nine city-owned bridges. The grant funds are awarded by the California Department of Transportation (Caltrans).

Background: On April 18, 2006, Caltrans notified local agencies of the new Local Assistance Bridge Preventive Maintenance Program (BPMP). Based on the BPMP, all non-toll public highway bridges with spans greater than 20 feet and certain toll bridges that meet the requirements of the National Highway System Designation Act of 1995 (23USC144(1)) are eligible to receive Highway Bridge Program (HBP) funding for preventive maintenance activities. The goal of the BPMP program is to extend the life of bridges by funding projects that perform preventive maintenance work.

Staff responded by submitting a Bridge Preventive Maintenance Plan for bridges at Alvarado Boulevard, Ardenwood Boulevard, Auto Mall Parkway, Paseo Padre Parkway, Cushing Parkway, Bell Street, Starboard Drive and Washington Boulevard, which Caltrans accepted on September 30, 2022.

The plan identified bridges in the city that met the program criteria and were found to require preventive maintenance work. The proposed work is based on inspections performed by staff and recommendations made in the biannual bridge inspection reports for the City of Fremont’s bridges prepared by Caltrans’ Structure Maintenance and Investigation office. In October 2024, Caltrans approved bridge maintenance work grant funding for the design phase in the amount of $361,260, and for the construction phase in the amount of $2,023,053.

Council Staff Report (ID # 5753) Meeting of July 7, 2026 Updated: 6/30/2026 1:01 PM by Alberto Quintanilla Page 2 Discussion/Analysis: The bridge preventive maintenance work will involve a combination of (1) cleaning and patching deck damage, (2) removing and resealing at deck joints, (3) applying a high molecular weight methacrylate to the deck surface for long term sealing, (4) applying polyester concrete overlay, (5) barrier rail resurfacing, and (6) repairing broken restrainer cables. The preventive maintenance work will help extend the life of the bridges by performing certain activities that have been pre-approved by the Federal Highway Administration (FHWA) that correct minor deficiencies early in a bridge’s life.

The BPMP grant will fund 80 percent of the project cost and requires a 20 percent local match. The total project cost is estimated at $2,980,391, which will include $2,384,313 of BPMP grant funding and a required City local match of $596,078. The total estimated cost for the design phase is $451,575, which includes $361,260 in BPMP grant funding and a required City local match of $90,315. The total estimated cost for the construction phase is $2,528,816, which includes $2,023,053 in BPMP grant funding and a required City local match of $505,763. The project design phase is scheduled to begin in Summer 2026 with construction tentatively scheduled for 2028.

Fiscal Impact: Staff recommends that the City Council appropriate the total BPMP grant funding of $2,384,313 to the Citywide Bridge Preventive Maintenance Project (PWC8120G). The local match required for the design phase is already appropriated and available in PWC8120 with a current balance of $361,592.22. An additional funding source to provide the required City local match for the construction phase will be identified with the next Capital Improvement Program (CIP) Update.

Environmental Review: The recommended action is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) in that it is an administrative or governmental funding mechanism or fiscal activity that does not involve a commitment to any specific project and is not a project that has the potential for causing a significant effect on the environment.

Attachments: None.
