Executive Summary: The purpose of this report is to seek authorization for the City Manager to execute a services agreement for recruitment marketing and advertising services for the City’s Police Department with the Hoffman Agency from July 1, 2026, through June 30, 2027, in an amount not to exceed $150,000 over a one-year term.

Background: The City of Fremont’s Police Department (FPD) continues to face ongoing challenges in recruiting and retaining qualified Police Officers in a highly competitive labor market. These challenges are compounded by statewide staffing shortages, evolving workforce expectations, and increased competition among law enforcement agencies across the region.

Since Fiscal Year 2024/25, the City has partnered with the Hoffman Agency to support FPD in achieving its recruitment marketing, advertising, media relations, and outreach goals to attract a diverse and qualified candidate group. The Hoffman Agency has extensive experience in public sector recruitment and marketing. The proposed services agreement with the Hoffman Agency will include components such as:

• Development of targeted recruitment marketing strategy for FPD • Creation of engaging and appealing advertising materials • Utilization of a variety of advertising channels: digital, social media, print, and broadcast
• Ongoing advertising campaign management and optimization • Regular reporting and performance analysis

Discussion/Analysis: The Hoffman Agency has provided recruitment marketing and outreach services for the FPD since Fiscal Year 2024/25 and is well acquainted with the organization, its recruitment objectives, and Council Staff Report (ID # 5763) Meeting of July 7, 2026 Updated: 6/30/2026 1:12 PM by Alberto Quintanilla Page 2 hiring process. Through this partnership, the Hoffman Agency has developed and implemented targeted recruitment campaigns designed to increase awareness of career opportunities within FPD and attract qualified candidates in a highly competitive law enforcement labor market. As a result of these efforts, FPD hired 34 Police Officers during Fiscal Year 2025/26.

During Fiscal Year 2025/26, the Hoffman Agency continued to support FPD’s recruitment efforts through a comprehensive marketing program that included strategic advertising, media outreach, and ongoing campaign management. Given the effectiveness of these services and the FPD’s continued staffing needs, including approximately 17 current Police Officer vacancies, staff recommends continuing the partnership with the Hoffman Agency during Fiscal Year 2026/27 to sustain recruitment momentum and support FPD’s ongoing hiring objectives.

Fiscal Impact: Under the proposed services agreement with the Hoffman Agency for Fiscal Year 2026/27, the total compensation for all services provided will not exceed $150,000. The City Council appropriated sufficient funding for this services agreement as part of the Fiscal Year 2026/27 Adopted Operating Budget for the Human Resources Department.

Environmental Review: The proposed action is exempt from and not subject to review under the California Environment Quality Act (CEQA) because it is not a “project” under CEQA Guidelines Sections 15378(b)(2) and 15378(b)(5), and/or because it can be seen with certainty that there is no possibility of a significant effect on the environment, as specified in CEQA Guidelines Section 15061(b)(3). Each of the foregoing provides a separate and independent basis for CEQA compliance.

Attachments: None.

Recommendation: Authorize the City Manager, or designee, to execute a services agreement with the Hoffman Agency for police recruitment marketing and advertising services for Fiscal Year 2026/27, in an amount not to exceed $150,000.
