Executive Summary: The purpose of this report is to recommend, consistent with the Homeless Response Plan, that the City Council approve and authorize the City Manager, or designee, to execute a services agreement, in an amount not to exceed $512,252, with Abode Services for the provision of Access Point and Housing Resource Center services for individuals who are at risk of, or currently experiencing, homelessness. Staff also recommend the City Council appropriate an additional $200,438 in the Alameda County Health Fund to reflect the final not to exceed amount for this agreement.

BACKGROUND: The U.S. Department of Housing and Urban Development (HUD) mandates local jurisdictions, including Alameda County, adopt a Coordinated Entry System (CES) to coordinate and prioritize access to homeless services and permanent supportive housing units.

From 2018 through 2020, Alameda County Health (ACH) contracted with Abode Services (Abode) as the South County regional Housing Resource Center (HRC) and Access Point to provide CES services. Abode subcontracted with the City, through the Human Services Department’s Fremont Family Resource Center (FRC) to provide drop-in services.

In 2021, ACH began contracting directly with the City as a second regional HRC and Access Point site. In FY 2024/25, the FRC enrolled 248 new households in coordinated entry and completed 180 crisis assessments and 282 housing needs assessments. FRC Access Point services are augmented through partnerships with local agencies, including:

Council Staff Report (ID # 5770) Meeting of July 14, 2026 Updated: 7/10/2026 9:29 AM by Alberto Quintanilla Page 2 • Ohlone Career Center – resume support and employment coaching • Bay Area Legal Aid – benefits advocacy, eviction prevention assistance, and re-entry support
• Swords to Plowshares – supportive housing services for veterans • SAVE – services for survivors of domestic violence
• Bay Area Community Health – on-site health services

In spring 2026, utilizing Measure W funds, ACH issued a Request for Proposals (RFP) to select a single regional provider for southern Alameda County to deliver expanded Access Point and Housing Resource Center services beginning in FY 2026/27, including 32 hours of weekly drop-in services and the following activities:
a. Homelessness Prevention
b. Housing Problem Solving (HPS)
c. Coordinated Entry Access and Assessment
d. Targeted Outreach
e. Referrals to Community-Based Services
f. Housing Education, Counseling, and Housing-Related Resources g. Employment and Workforce Resources
h. Healthcare Referrals and Linkages

DISCUSSION/ANALYSIS: Alameda County has selected Abode to serve as the South County region lead provider, with the City as a subcontractor. The City’s proposed $512,252 agreement with Abode enables both organizations to meet the full Access Point service requirements while maintaining the FRC as a designated Access Point site.

The Access Point and Housing Resource Center agreement aligns with the City’s Homeless Response Plan, most importantly in the area of homelessness prevention (Strategy 1) . The agreement will fund part of a homelessness prevention Case Manager, as well as $118,560 in rental assistance to leverage existing prevention tools, such as the Keep Fremont Housed program, targeting households at highest risk of becoming homeless.

It also aligns with Strategy 3: Connect People to Shelter, Housing, and Other Resources. The City will continue to provide four hours of weekly drop-in services at the FRC, which is well positioned in the community to deliver these services. The agreement will also fund outreach and case management staff, which will provide housing problem solving, crisis, and coordinated Council Staff Report (ID # 5770) Meeting of July 14, 2026 Updated: 7/10/2026 9:29 AM by Alberto Quintanilla Page 3 entry assessments both at the FRC and in the field. The City will maintain a dedicated phone line for those seeking services.

Aligned with County CES standards, the agreement establishes targets of serving between 123 and 186 households, prioritizing adults with children. It also includes performance measures for enrollment assessments, data quality, and timely housing problem-solving interventions.

FISCAL IMPACT: In anticipation of this agreement, the City Council appropriated $311,814 as part of the FY 2026/27 Adopted Operating Budget.

Staff recommends the City Council appropriate an additional $200,438 in the OHCC Account of the Alameda County Health Fund (Fund 179).

Additional FY 2026/27 Appropriation Recommendation

Description Amount
Access Point Contract Amount $512,252
Less Current Appropriation in Fund 179 (311,814)
Recommended Additional Appropriation $200,438

This agreement will not impact the City’s General Fund and covers staff time and administrative overhead associated with the program.

ENVIRONMENTAL REVIEW: The proposed agreement is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5), and/or because it has no possibility of having a significant effect on the environment, as specified in CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.

ATTACHMENTS: None.

RECOMMENDATION:

1. Authorize the City Manager, or her designee, to execute a Services Agreement in an amount not to exceed $512,252 with Abode Services for City to provide Access Point and Housing Resource Center services.

2. Increase revenue estimate and appropriate an additional $200,438 for these services in the Alameda County Health Fund (Fund 179).
