Executive Summary: The purpose of this item is to seek City Council adoption of Resolutions of Local Support for the submittal of grant applications for Alameda County Transportation Commission (ACTC) 2028 Comprehensive Investment Plan Call for Projects.
Staff is seeking funding towards construction of five City priority projects, including the Centerville Equity Priority Community Safe and Smart Corridor Project, Fremont Boulevard Active Transportation Improvement (Nicolet Avenue to Alder Avenue) Project, the Dumbarton to Quarry Lakes Trail - Segment A Project, the Dumbarton to Quarry Lakes Trail – Segment C (I- 880/Decoto Interchange) Project, and the East Bay Greenway Regional Trail (Irvington BART to Fremont BART) Project.
The five projects strongly support the safety, mobility, and transit-priority goals identified in the City’s Active Transportation Plan (ATP), the Countywide ATP, and the Bay Area Regional ATP, and they will help support planned development and economic growth in these areas of Fremont.
Background: ACTC is responsible for the planning, funding, and delivery of Measure BB and regionally funded transportation projects and programs within Alameda County. ACTC maintains a Comprehensive Investment Plan (CIP), through which fund sources administered by ACTC are programmed to address transportation infrastructure and program operations needs that support the on-going development, enhancement, and maintenance of Council Staff Report (ID # 5777) Meeting of July 14, 2026 Updated: 7/10/2026 9:19 AM by Alberto Quintanilla Page 2 multi-modal transportation infrastructure and systems in Alameda County.
ACTC updates the CIP every two years, and should there be new funding capacity through the various ACTC administered fund sources, ACTC releases a call for projects to Alameda County agencies to identify new projects that will be incorporated into the CIP update. For the 2028 CIP update, ACTC identified $200 million in new countywide Measure BB, regional, and federal transportation funding for the call for projects.
Eligible project categories for the 2028 CIP Call for Projects include 1) bicycle and pedestrian improvement projects, 2) technology-based transportation improvement projects, 3) regional trail capital projects, 4) safe routes to school improvement projects, and 5) transit-related capital projects. Agencies are limited to a maximum of five project applications, four applications for the general “call for projects” and one application for the “Safe Routes to School” call for projects. Funding priority is typically given to eligible projects that are “shovel ready” to start construction, enhance connectivity and gap closures on ACTC’s Countywide Active Transportation Network, address safety on the County’s High Injury Network, and benefit regionally identified disadvantaged communities. Projects that have secured additional funds from alternative fund sources are also rated positively by ACTC staff.
Discussion/Analysis: As a requirement for grant application submittals for the 2028 ACTC CIP Call for Projects, the City is required to adopt a Resolution of Local Support for each project application to confirm the City’s ability to meet ACTC CIP requirements and the City’s commitment to provide the necessary staff and matching funds to successfully implement the project if the project application is selected for funding award.
The following is a summary of the five projects (including the respective project scopes) that staff is proposing to submit for the 2028 ACTC CIP Call for Projects. All five projects are currently under design utilizing awarded grants or previously approved project budget appropriated in the City’s CIP.
The projects can be under construction in early 2028 if project construction funding can be secured.
1) Centerville Equity Priority Community Safe and Smart Corridor Project – The project will upgrade existing traffic signals along Thornton Avenue at Cabrillo Drive and Contra Costa Avenue intersections (not part of the Centerville Complete Street Project currently under construction), install fiber-optic communication infrastructure along Council Staff Report (ID # 5777) Meeting of July 14, 2026 Updated: 7/10/2026 9:19 AM by Alberto Quintanilla Page 3 Thornton Avenue, install rail-crossing safety and preemption improvements at the Fremont Boulevard/UPRR rail crossing, and upgrade the existing sidewalk, bikeway, and traffic signal around the Fremont Boulevard/Peralta Boulevard intersection. The project will allow for enhanced signal operation and improved traffic flow along Thornton Avenue and safer rail crossings along Fremont Boulevard adjacent to the Centerville Train Station.
2) Fremont Boulevard Active Transportation Improvement (Nicolet Avenue to Alder Avenue) Project – The project will replace the existing quick-build bikeway along the east side of Fremont Boulevard between Nicolet Avenue and the front of American High School with a permanent concrete median separated two-way bikeway. The project will also replace the existing temporary bus boarding platform with a concrete bus boarding island, extend the two-way separated bikeway to Alder Drive intersection, and upgrade existing crossings and traffic signals at Nicolet Avenue, Gibraltar Drive, and Alder Avenue intersections. The project has a direct safe route to school benefit for students living in the Centerville District, as the project segment is part of identified walking and biking routes to Brookvale Elementary School, Oliveira Elementary School, Thornton Middle School, and American High School. This application is being submitted under the “safe routes to school” call for projects.
3) Dumbarton to Quarry Lakes Trail – Segment A Project – The project will construct a Class I trail facility along the Dumbarton Corridor, extending from the existing State Route 84 toll plaza, along the north side of Quarry Road, along the west side of Paseo Padre Parkway, along the south side of Kaiser Drive, and along the west side of Ardenwood Boulevard to the Ardenwood Boulevard/Ardenwood Terrace intersection in front of Ardenwood Historical Farm. To date, the City has secured approximately $9.7 million in Regional Measure 3 funds towards the project construction.
4) Dumbarton to Quarry Lakes Trail – Segment C (I-880/Decoto Interchange) Project – The project will widen the existing Decoto Road bridge structure over the I-880 freeway and construct a new Class I trail along the north side of the interchange. The new trail will connect to the existing trail on the west side of the interchange (which leads into the Ardenwood Historical Farm) and Decoto Road on the east side of the interchange. To date, the City has secured $21.2 million in Federal transportation and Regional Measure 3 funds for the project construction.
Council Staff Report (ID # 5777) Meeting of July 14, 2026 Updated: 7/10/2026 9:19 AM by Alberto Quintanilla Page 4 5) East Bay Greenway Regional Trail (Irvington BART to Fremont BART) Project – The project will construct a portion of the planned East Bay Greenway Regional Trail segment between the future Irvington BART Station site and the Fremont Downtown BART Station, utilizing the existing trail along the west side of the BART tracks between Irvington Town Center and Central Park, and along Paseo Padre Parkway, Stevenson Boulevard, and Civic Center Drive. There are over 1,300 existing or planned affordable housing units around the Irvington BART Station Area, and the project will provide the necessary trail connection to allow current and future affordable housing residents to safely and comfortably walk or bike to various regional transit, commercial shopping, and other destinations of interest in the Downtown area.
Staff finds that the five projects are consistent with the overall goals, policies, and guidelines established by ACTC for the 2028 CIP Call for Projects, and they should be highly competitive for funding. The five projects are also on ACTC’s 10-year priority project implementation list.
Fiscal Impact: The City is submitting for ACTC consideration five programming requests totaling $28.75 million for construction phase of the five projects, specifically $3 million for the Dumbarton to Quarry Lakes Trail – Segment A Project, $10 million for the Dumbarton to Quarry Lakes Trail – Segment C (I-880/Decoto Interchange) Project, $10 million for the Centerville Equity Priority Community Safe and Smart Corridor Project, $750,000 for the Fremont Boulevard Active Transportation Improvements (Nicolet Avenue to Alder Avenue) Project, and $5 million for the East Bay Greenway Regional Trail (Irvington BART to Fremont BART) Project. While there is no fiscal impact directly related to the submittal of the five grant applications, the ACTC CIP Call for Project guidelines require a minimum 25% matching funds. Previously secured grants or local funds to be programmed can be utilized for matching funds. Should any of the City grant applications be awarded for ACTC CIP funding, staff will identify and program funds for local match as well as for City staff time through the City’s upcoming CIP update for FY 2027/28 – 2031/32 for any project that is selected.
Environmental Review: The submittal of grant applications for the 2028 ACTC CIP Call for Project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3) and 15378(b) as it can be seen with certainty that these Council Staff Report (ID # 5777) Meeting of July 14, 2026 Updated: 7/10/2026 9:19 AM by Alberto Quintanilla Page 5 activities do not have the potential for causing a significant effect on the environment. The project will undergo environmental review in compliance with CEQA during the respective project design phase.
