Executive Summary: The purpose of this report is to facilitate the purchase of trash can liners to support the operations of the City of Fremont (City) parks and public facilities.
Background: To support service levels throughout the City’s park system and maintain effective waste management collection, recycling, and disposal efforts, the purchase of trash can liners is necessary. Trash can liners are a routine operational supply that supports the daily maintenance and cleanliness of parks, public spaces, and related facilities.
Discussion/Analysis: A Request for Proposals (RFP) Bid #26-031 opened on May 29, 2026, and closed June 9, 2026. The City received seven proposals for trash can liner supplies: DJ International, Wardley Industrial, Bravo 3 Partners, Universal Business Services, Nitsom Promotional, Precision Diagnostics, and Unipak Corporation. Each vendor’s bid totals were evaluated based on pricing and availability. Based on the evaluation, staff recommend awarding a purchase order in the amount of $55,000 annually to Unipak Corporation for the purchase of trash can liners.
Staff anticipates that $55,000 annually provides sufficient funding to cover the cost of trash can liners and provides for incremental cost increases for the course of the seven-year term through June 30, 2033.
Fiscal Impact: The amount of the Purchase Order is $55,000 annually with an amount not to exceed $385,000 for the seven years. There is sufficient funding in the Maintenance Operations General Fund (Fund 001) budget to cover this cost.
