Executive Summary: The purpose of this staff report is to authorize the City Manager or designee to enter into an agreement with All City Management, Inc., for a three-year term, from August 1, 2026, to June 30, 2029, in a total amount not to exceed $619,542.
Background: The current agreement for crossing guard services expires on July 31, 2026. Fremont Police Department staff issued a Request for Proposals (RFP #26-024), inviting proposals for a comprehensive program to provide adult crossing guard services for the City of Fremont. After evaluating the proposals submitted, All City Management Services, Inc., was selected due to their extensive background, relevant experience, and competitive pricing.
Discussion/Analysis: All City Management, Inc. (ACMS), has specialized exclusively in School Crossing Guard Services for more than 40 years, serving over 330 public-sector programs nationwide. ACMS offers a fully managed program, taking complete operational responsibility for recruitment, conducting background clearances, training, supervision, safety oversight, and coordinating substitutes.
The Fremont Police Department has relied on ACMS for crossing guard services for several years. ACMS's ongoing experience and supervision of the crossing guard program contribute to the safety of students at 35 schools in the City of Fremont.
Staff are recommending that the City enter into a three-year agreement for crossing guard services with ACMS, beginning when the current agreement expires, for a total amount not to exceed $619,542.
Council Staff Report (ID # 5788) Meeting of July 21, 2026 Updated: 7/15/2026 3:00 PM by Alberto Quintanilla Page 2 Fiscal Impact: Funding for crossing guard services was included in the FY 2026/27 adopted General Fund budget for the Police Department.
Environmental Review: The contract for services is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
Recommendation: Authorize the City Manager or designee to enter into a service agreement with All City Management, Inc., for a three-year term (from August 1, 2026, to June 30, 2029) in an amount not to exceed $619,542.
