Executive Summary: The purpose of this report is to recommend, consistent with the City’s Age Friendly Action Plan, that the City Council approve and authorize the City Manager, or designee, to execute a four-year agreement with MARU (formerly Korean Community Center of the East Bay), in an amount not to exceed $679,186, for the City to provide Information and Assistance (I&A) services to older adults in the Tri- City area.
Under the agreement with MARU, Staff anticipates the City will receive the following annual amounts for providing I&A services over the next four years:
• $159,941 in FY 2026/27,
• $166,339 in FY 2027/28,
• $172,992 in FY 2028/29, and
• $179,914 in FY 2029/30.
Staff also recommends that the City Council increase the revenue estimate and appropriate an additional $49,941 to the Information and Referral account of the Area Agency on Aging AFS Fund (Fund 173), to reflect the FY 2026/27 funding being received from MARU.
BACKGROUND: Alameda County Social Services Agency (ACSSA) has a long history of contracting with the City’s Human Services Department (HSD) to provide services to older adults living in the Tri-City Area.
The City is currently in the final year of an agreement with ACSSA, covering FY 2023/24 through FY 2025/26, for the City to provide Information and Assistance (I&A) services ) in the Tri-City Area.
Council Staff Report (ID # 5783) Meeting of July 21, 2026 Updated: 7/15/2026 2:59 PM by Alberto Quintanilla Page 2
In March 2026, ACSSA awarded MARU (formerly Korean Community Center of the East Bay) with a service agreement to provide I&A services for all of Alameda County through FY 2029/30.
MARU, which is a member of the Senior Services Coalition of Alameda County, is subcontracting these services to current regional providers and is now entering into sub-recipient agreements with multiple agencies, including the City of Fremont.
The agreement is specifically to provide I&A services, which provide linkages to programs that support older adults.
DISCUSSION/ANALYSIS: In providing I&A services, the City utilizes the Senior Infoline to offer a comprehensive, culturally responsive, and person-centered support service designed to help older adults, adults with disabilities, caregivers, and families navigate available community resources.
This service ensures that residents receive accurate, timely, and accessible information that promotes independence, well-being, and engagement. The proposed agreement advances the City of Fremont’s Age-Friendly Initiative by strengthening the Community Information domain and connecting residents to services that support the remaining eight age-friendly domains.
The proposed agreement for the City to provide I&A services has an initial term one year (FY 2026/27), with an option to renew each year for an additional three years. MARU and staff are proposing agreement budgets for FY 2026/27 through FY 2029/30 as follows:
MARU – City of Fremont Agreement Budget
Fiscal Year Amount
FY 2026/27 $159,941
FY 2027/28 $166,339
FY 2028/29 $172,992
FY 2029/30 $179,914
Four-Year Total: $679,186
FISCAL IMPACT: There is no impact to the General Fund. The FY 2026/27 agreement amount of $159,941 covers the staff and program costs associated with providing the contracted I&A services.
Council Staff Report (ID # 5783) Meeting of July 21, 2026 Updated: 7/15/2026 2:59 PM by Alberto Quintanilla Page 3
In anticipation of this agreement, the City Council appropriated $110,000 in the FY 2026/27 Adopted Operating Budget. Staff recommend that the City Council increase the revenue estimate and appropriate an additional $49,941 to the Information and Referral account of the Area Agency on Aging AFS Fund (Fund 173).
ENVIRONMENTAL REVIEW: The proposed actions are exempt from the California Environmental Quality Act (CEQAQ) because, without limitation, the actions are not a “project” as defined in CEQA Guidelines Sections 15378(b)(2), (4), and/or (5), and/or because, consistent with CEQA Guidelines Section 15061(b)(3), the actions have no possibility of a significant effect on the environment, each as a separate and independent basis for CEQA compliance.
ATTACHMENTS: None.
