Executive Summary: The purpose of this report is to approve Final Tract Map 8487 and improvement agreements for public and private infrastructure associated with a 14-unit development, commonly known as Mission Paradise.
Background: On July 28, 2022, the Planning Commission approved Vesting Tentative Tract Map 8487 for the 0.66-acre property at 270 Washington Boulevard in the Mission San Jose Community Plan Area. The developer is 6021 Wei Ying, LLC. The Final Map creates 1 parcel to allow for 13 residential condominium units and 1 commercial unit. The Conditions of Approval required a portion of Public Right-of-Way on Washington Boulevard to be vacated and sold to the developer. City Council approved the vacation on July 11, 2023, and the developer has provided payment. The Project’s site plan is attached to this report for reference.
Discussion/Analysis: The Final Map is in conformance with the Vesting Tentative Map, and the developer has complied with all Tentative Map Conditions of Approval. The Final Map and Improvement Plans have been reviewed and are now ready for City Council approval.

The developer has signed the Private Improvement Agreement and has posted performance and labor and material bonds each in the amount of $816,000 to guarantee construction of the private and common area improvements (Soledad Common and Soledad Terrace). Private improvements include the construction of private streets, installation of stormwater facilities, vehicular parking to serve the residents, and other miscellaneous items of work as identified on the approved improvement plans.
