Executive Summary: The purpose of this report is to facilitate the purchase of trash can liners to support the operations of the City of Fremont (City) parks and public facilities.

Background: To support service levels throughout the City’s park system and maintain effective waste management collection, recycling, and disposal efforts, the purchase of trash can liners is necessary. Trash can liners are a routine operational supply that supports the daily maintenance and cleanliness of parks, public spaces, and related facilities.

Discussion/Analysis: A Request for Proposals (RFP) Bid # 26-031 opened on May 29, 2026 and closed on June 9, 2026. The City received seven (7) proposals for trash can liner supplies: DJ International, Wardley Industrial Inc., Bravo 3 Partners, Universal Business Services, Nitsom Promotional, Precision Diagnostics, and Unipak Corporation. Each vendor’s bid totals were evaluated based on pricing and availability. Based on the evaluation, staff recommend awarding a purchase order in an amount of $55,000 annually to Wardley Industrial Inc. for the purchase of trash can liners. On July 14, 2026, the City Council approved an agreement with Unipak Corporation for the purchase of garbage can liners. Following Council approval, Unipak Corporation Inc., requested to withdraw its bid and declined to proceed with the purchase agreement.

Staff is requesting authorization to award the agreement to the next highest-ranked responsive bidder, (Wardley Industrial Inc.), in accordance with the City’s procurement requirements. Staff have reviewed the bid submission and determined that Wardley Industrial Inc. is qualified and capable of providing the required garbage can liners in accordance with the City’s specifications and pricing agreement.

Council Staff Report (ID # 5798) Meeting of September 1, 2026 Updated: 8/27/2026 9:08 AM by Alberto Quintanilla Page 2

Staff anticipates that $55,000 annually provides sufficient funding to cover the cost of trash can liners and provides for incremental cost increases for the course of the 7-year term through June 30, 2033.

Fiscal Impact: The amount of the Purchase Order is $55,000 annually with a not to exceed amount of $385,000 for the seven years. There is sufficient funding in the Maintenance Operations General Fund (Fund 001) budget to cover this cost.

Environmental Review: This action is not a project as defined by Pub. Res.

Code Section 21065 and is categorically exempt under Section 15061(b)(3) of the California Environmental Quality Act (CEQA) in that it is not a project which has the potential for having a significant effect on the environment.

Attachments: None.

Recommendation: Authorize the City Manager, or designee, to execute a Purchase Order with Wardley Industrial Inc., in an amount not to exceed $55,000 annually through June 30, 2033.
