Executive Summary: The purpose of this report is to support the City’s Safe Routes to School Program by providing supplemental walking and biking safety education services for students at various elementary schools, middle schools, and high schools in the City, as well as at key City sponsored special events throughout the year.

Background: The City’s Active Transportation Plan (adopted in 2025) identifies walking and biking safety education as a priority safety action and a core element of the City’s Safe Routes to School program. While the City participates in the Alameda County Safe Routes to School Program, which aims to increase local school participation of annual walking and biking to school events like the International Walk and Roll to School Day, Golden Sneaker Contest, and Bike to Wherever Day, it was determined that supplemental City led safety education is needed to teach students the necessary knowledge and skills to walk and bike to school safely. The City’s program covers key safety topics including following rules of the road, defensive walking techniques, basic biking skills, safe crossing techniques, and understanding how to navigate common City roadway features around schools. Interested schools will need to sign up for the City’s program, and lessons will be tailored to the students’ grade level and include either a student workshop or a bike rodeo (hands-on bike training through a simulated road environment) at the respective schools. Finally, the City’s program will provide bike rodeo sessions at key City sponsored special events throughout the year, including Festival of the Arts, Earth Day, and the Fremont Police Department’s Annual Safety Fair.

Discussion/Analysis: On April 14, 2026, a request for proposals (RFP) was released to provide student safety education services for the 2026/2027 and Council Staff Report (ID # 5803) Meeting of September 1, 2026 Updated: 8/27/2026 11:09 AM by Alberto Quintanilla Page 2 2027/2028 school years. In response, one proposal was received on May 12, 2026 from Safe Moves. The receipt of a single proposal is not unexpected due to the relatively low number of service providers in this field that have the sufficient experience and resources for developing the safety education program and conducting number of student traffic safety education sessions that the City seeks to provide.

Staff evaluated Safe Moves’ proposal and concluded that Safe Moves has the appropriate work plan, education program, outreach approach, and staff experience to implement the City’s student safety education services in a satisfactory manner. In total, Safe Moves plans to conduct at a minimum 30 student workshops, 50 school bike rodeos, 11 community event bike rodeos, and over 800 bicycle safety helmet giveaways over the two-year service period. Safe Moves has over 30 years of experience providing traffic safety education to students of all ages and grade levels and has provided traffic safety education services in Fremont since 2004. Safe Moves has also been nationally recognized for their work in traffic safety education, including being recognized as “Safety Program of the Year” by the United States Department of Transportation.
