Referral: Analyze and present options for the construction and operation of a new community center in North Fremont, District 1.

Direction: This referral proposes to direct City staff to analyze options to fund and construct a new community center in North Fremont District 1. I believe that North Fremont, and District 1 in particular, are underserved by the City’s existing community center facilities. In particular, I believe that North Fremont needs a dedicated facility for more community services and senior focused programming so that residents of North Fremont do not have to travel across the City to participate in programs and activities.

This referral proposes that staff analyze and address the following elements, along with any other practical issues that would be relevant for the Council to consider:

• Options to locate a community center in North Fremont District 1 to best address community interest and needs
• Features and services a prospective community center might offer such as summer camps, after school programs, adult and senior recreational classes, and private rentals for resident celebrations and events
• General cost estimates for the construction of a community center • Options to address potential funding of a community center’s construction and ongoing operations now or over time
