Executive Summary: In FY 2020/21, the City entered into an agreement with MGT of America Consulting, LLC, now AMS.NET, LLC D/B/A MGT Impact Solutions, for the implementation and five-year software licenses, maintenance, monitoring, response, and support for a Security Information and Event Management System (SIEMS), which expires on September 30, 2026. Staff recommends that City Council authorize the City Manager, or designee, to enter into an agreement with AMS.NET, LLC D/B/A MGT Impact Solutions, for the annual software licenses, maintenance, monitoring, response and support of the City’s Security Information and Event Management System (SIEMS), execute any implementing documents, and take any necessary implementing actions in an amount not to exceed $396,000 for a 3-year term.

Background: In 2021, the City issued a Request for Proposals seeking the implementation of a SIEMS. After a thorough RFP process, Staff selected MGT of America Consulting, LLC, now AMS.NET, LLC D/B/A MGT Impact Solutions, for the implementation and five-year subscription software licenses, maintenance, monitoring, response, and support. The current 5- year Agreement is set to expire on September 30, 2026.

Discussion/Analysis: The SIEMS platform collects, manages, and analyzes all enterprise information systems, applications (on-premise and cloud hosted), servers, endpoints, Internet of Things (IoT) devices, operational technology (OT) devices, network devices, and network traffic audit logs of events that provides a 24/7/365 Security Operation Center (SOC) to detect, Council Staff Report (ID # 5800) Meeting of September 8, 2026 Updated: 9/2/2026 2:58 PM by Alberto Quintanilla Page 2 prevent and/or recover from both emerging cybersecurity sophisticated attacks and dynamic evolving cyber risk.

Renewing the SIEMS platform is essential to ensure the City remains protected from continuously advancing cyber threats. Without a SIEMS platform, the City would be unable to reliably monitor new vulnerabilities or respond swiftly to incidents, resulting in slower detection, inadequate prevention, and delayed recovery from breaches. This could expose critical infrastructure and sensitive data to unauthorized access, disruption, or theft, ultimately threatening the City’s ability to provide essential services to constituents.

Therefore, Staff recommends that the Council approve the renewal of software licenses, maintenance, monitoring, response, and support for a Security Information and Event Management System. Software license renewal is exempt from competitive purchasing requirements pursuant to Fremont Municipal Code Section 3.20.280(c).

Fiscal Impact: Funding for the Security Information and Event Management System renewal is appropriated in the Information Technology Services Department Operating Fund (Fund 620) in the FY 2026/27 adopted operating budget. Funding for subsequent years will be requested as part of the City’s annual budget process.

Environmental Review: The recommended action is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.

1. Authorize the City Manager, or designee, to enter into an Agreement with AMS.NET, LLC D/B/A MGT Impact Solutions, in the amount of $396,000 for a 3-Year Term for the Security Information and Event Management System renewal.
