* Why do you wish to serve as member of this Advisory Body? I have a strong background in education, combined with my academic training (Master’s, B.Ed., and PhD), has equipped me with strong communication, cultural competence, analytical thinking, and collaborative problem‑solving skills. I believe that meaningful change happens when all voices are heard, especially those who are often overlooked. My wish to serve on the Human Relations Commission because I am deeply committed to promoting equity, inclusion, and community well‑being in Fremont. I have been in the teaching profession since 2000, including 15 years as a lecturer, and I currently work as a Resource Specialist in an elementary school. Through these roles, I have worked closely with students and families from diverse cultural, linguistic, and socioeconomic backgrounds. Many of the individuals I support facing challenges, related to language barriers, disability, mental health needs, and limited access to essential services. These experiences have given me a strong understanding of the issues that impact underserved communities and the importance of creating systems that are fair, accessible, and supportive. I believe that serving on this Advisory Body would allow me to contribute my professional experience and advocate for policies that strengthen community connections and improve the quality of life for all residents. I am particularly passionate about improving access to services, supporting mental health initiatives, strengthening community engagement, and promoting inclusive programs that reflect Fremont’s diversity. I believe that meaningful change happens when all voices are heard, especially those who are often overlooked. I hope to bring strengths and create a positive environment to the Commission and work alongside others who are dedicated to building a more equitable, welcoming, and connected Fremont.
* What would you bring by way of perspective or experience to this Board or Commission? I will bring my experiences and skills of family relation and support, community engagement, and working directly with diverse populations from my teaching, including 15 years as a lecturer and my current role as a Resource Specialist in an elementary school. My field provided me deep understanding of the challenges faced by multilingual families, students with disabilities, and individuals navigating mental health and socioeconomic barriers. These experiences give me a grounded, real‑world perspective on the needs of underserved groups in our community. Teaching work work requires strong communication skills, cultural competence, empathy, and the ability to collaborate with families from many backgrounds. I regularly support individuals who face obstacles related to language access, disability services, and limited awareness of available resources. This has strengthened my ability to listen carefully, identify gaps in support systems, and advocate for solutions that promote fairness and inclusion. I will bring a strong academic foundation that includes my Master's degree, B.Ed., and PhD, which have strengthened my analytical thinking, research skills, and ability to understand complex social issues. My background allows me to approach community challenges with both compassion and critical insight. Being a Fremont resident, my goal is to Page | 1
contribute thoughtful and informed recommendations that support mental health, improve access to services, strengthen community engagement, and promote a more connected and welcoming community. I am dedicated to helping create systems that are accessible, inclusive, and responsive to the needs of all Fremont residents. I also understand how policies and community programs affect families on a daily life; my background allows me to approach community challenges with both compassion and critical insight, so, I offer the Human Relations Commission is a perspective shaped by years of direct service, cultural awareness, and a commitment to equity.

I wish to serve on Fremont’s Human Relations Commission because I want to help strengthen the connection between the City and the people it serves, particularly young people and residents who may not always know how to access local government or human services. Fremont is one of the most diverse communities in the Bay Area, and that diversity is one of our greatest strengths. At the same time, a diverse community requires intentional work to ensure that residents feel heard, respected, and included in civic life. My interest in public service has centered on turning community concerns into practical policy and civic participation. Through youth civic engagement, voter registration, legislative advocacy, and work with local leaders, I have seen that people are more likely to trust government when they understand how it works and believe there is a meaningful way for them to participate. I would bring that same approach to the HRC’s work of preventing discrimination, promoting mutual understanding, advising the City Council on human-services issues, and helping ensure that vulnerable residents can access support. I am especially interested in the HRC because its work goes beyond responding to individual incidents. It can identify emerging community needs, bring organizations and residents together, support effective human-services programs, and create educational initiatives that reduce barriers before they become larger problems. I would like to help the Commission become an even more visible bridge between City Hall and Fremont’s neighborhoods, schools, cultural communities, and service organizations. As a student, I would also bring a perspective that is rarely represented on municipal commissions. Young people experience Fremont’s schools, public spaces, transportation, community programs, and civic institutions every day, yet they are often absent from the tables where community priorities are discussed. Serving on the HRC would allow me to contribute that perspective while learning from commissioners and residents with different backgrounds and experiences. I would approach the role as both an advocate and a listener, with the goal of helping Fremont remain a city where every resident can participate, access support, and feel that they belong. *
I would bring experience in civic engagement, public-policy advocacy, accessibility, and community organizing, along with the perspective of a student who has grown up in Fremont. Through voter-registration efforts, legislative advocacy, work with local government, and volunteering with the California School for the Blind, I have learned that inclusion depends not only on who has a seat at the table, but also on whether residents can understand, access, and influence the institutions that serve them. I would bring that perspective to the Commission by pursuing initiatives that translate the HRC's mission into concrete City policy. One idea I would explore is a Human Relations Impact Statement for major City policies affecting public-facing services. Similar to other analyses incorporated into government staff reports, it could identify potential barriers involving language access, disability accessibility, community participation, or access to human services before a policy reaches the City Council. I would also support a standard for Fremont's human-services network. Residents seeking help should not have to understand the organizational structure of City government or navigate multiple agencies independently. Working through Fremont Human Services and City-funded service providers, the HRC could help develop a standardized referral framework so residents who contact one participating organization can be connected efficiently with other services for which they may qualify. The HRC helps evaluate Fremont's Social Board, Commission, or Committee you wish to serve on:

Why do you wish to serve as member of this Advisory Body? What would you bring by way of perspective or experience to this Board or Commission? Services Grant Program; I would also examine adding an accessibility component to the grant-review process. Applicants could be evaluated on factors such as multilingual outreach, disability accessibility, culturally responsive communication, and coordination with other service providers. This would allow the Commission to use an existing funding process to encourage measurable improvements in access. Finally, I would propose a Fremont Resident Policy Lab like the one in Manteca, California. Rather than simply explaining local government, workshops would teach residents how to transform a community concern into an actionable municipal proposal by identifying the correct jurisdiction, researching existing policy, developing recommendations, and presenting them effectively to City decision-makers. Selected proposals could then be referred to the appropriate commission or City department for further consideration.
