I heard today that Granite Park may not currently have the required liability insurance protecting the City of Fresno in the event of a lawsuit involving the park.
I also understand that the City
requires
that such insurance be in place.
I admit to not knowing all the details but it would be great if this could come before the public at a board meeting to clarify and ensure the taxpayers are aware of the status.
And, of course, if the insurance has lapsed, that lapsed must be cured. We taxpayers do not want our money going to cover any liability.
If not insurance, then the person managing or operating the park must post bond or the contract amended to state he is on the hook financially in lieu of insurance to cover any liability that might accrue to the City in the absence of insurance.
I understand an email to you will ensure all board members get a copy.
Thank you for your assistance.

eComment: Homeless is already such a struggle here with most of our housing being single family homes, people don't have enough options and a private business taking the park would destroy more lives and put more people on the street. I urge the city to purchase the park to make it into a resident owned community. We can't afford to let another private business raise prices in the housing market. Please Fresno, do the right thing, purchase the park.

They have been through so much and as the folks who actually live there, they deserve an opportunity to direct the next stage of their own community. eComment: I strongly support the residents and urge the Fresno City Council to purchase the Trails End trailer park in order to make it available for purchase as a co-op to the residents of the Park. Homelessness is a major issue in this city and the City should embrace every opportunity to protect vulnerable individuals who have options to avoid such a fate. eComment: With Fresno€™s local housing and homelessness crisis please do everything possible to ensure Trails End remains affordable housing. It can still be a solid business decision and also protect the individuals. HCD has programs to support the acquisition or ROC can support the project. Please take the time to ensure this is done right and a reputable (preferably local) owner/manager with a commitment to affordability is able to pursue the acquisition.

eComment: I support the purchase of Trails End. People in mobile home communities rarely have the ability to move the "mobile" home, and loss of the park would mean loss of homes for many, often people with little resources to make a new start. We have enough housing problems in Fresno without loss of this park.

eComment: I support the preservation of affordable housing by purchasing the Trails End MHP and working with the residents and technical experts to turn the property into a resident owned community. This is an opportunity for the city to make a real impact on the housing crisis that is plaguing our community. Affordable and safe housing is critical to a person€™s well-being.
This is an opportunity for our City€™s leadership to empower residents. I fully support establishing a co-op in order to protect and support my fellow community members. People before profits!

eComment: I urge the city of Fresno to support the residents of Trails End. A community made up of families and friends who are giving everything they have to give their children and neighbors an opportunity for safe and affordable housing. Residents and the larger community know how harmful Harmony will be for Trails End and the City of Fresno. We know rents will rise, strict rules will be imposed, and Trails End will no longer be a safe place to call home. The opportunity to explore a community-owned option is all the community is asking for. To be able to work with housing experts and stakeholders to keep Trails End a thriving community. Thank you.

Fresno already has such a severe homeless problem. By purchasing this park and establishing a resident co-op, you can help this situation that effects many among us! Please think about your own loved ones and what you would want for them. Do unto to others as you would have them do unto you. We all must remember and live by the golden rule of life!!

eComment: I strongly urge the City to support the preservation of affordable housing by purchasing the Trails End MHP and working with the residents and technical experts to turn the property into a resident owned community. Harmony Communities infringes on people's right to quiet enjoyment (e.g. not allowing plants, children's bikes, or pets in their own fenced yards, etc.). Harmony will drive up the rents and force people from their homes. Harmony has a record of suing local govts. to challenge local tenant protection, which will cause the city, and, thus, taxpayers thousands of dollars in legal fees. A housing cooperative will allow residents who've been living in the community for decades to determine what rules they want in place for their community and what investments they want to see (e.g. a park and playground for the children, etc.). We are in a housing crisis. Over a thousands people are becoming homeless in the City each year. Rents are out of control. We have a tremendous shortfall in affordable housing.
Please be on the right side of the issue and the right side of history, let's work together to create a housing cooperative that will keep the homes and community permanently safe and habitable and the rents permanently affordable. We are looking forward to celebrating with the Councilmembers, Mayor and the community after tomorrow's meeting.

eComment: I am a District 1 resident and I am writing in support of the residents of Trails End Mobile Home Park. I urge the city council to prevent the sale of the park to a corporate landlord with a history of displacing tenants. If they are forced out, Trails End residents will have nowhere to go in Fresno€™s unaffordable housing market. The City should support the residents as they explore cooperative ownership of the park, which would not only prevent the current residents from losing their homes, but benefit potential future residents and the community.

eComment: I strongly support Trails End proposal to become a resident-owned community. They have suffered great property loss and hardship at the hand of slum landlords. This hardship has continued during the park€™s receivership and would only worsen if Harmony is allowed to purchase. Residents are united in their request to function as an ROC, and have the support of professionals to be successful. I request your support of this position.

The city can do what is right by giving these families and elders a chance by purchasing and reselling this property back to the residents. It is communities like Trail's End that make our Valley such a great place to call home, don't give up on them.

eComment: I urge you to consider the trail ends park resident owned proposal as an emergency measure that prevents displacement of vulnerable community members. It is resident owned models that need to be tested and deployed to successfully provide resources to underserved community members. If the purchase is allowed it will only serve as an example to other investors to replicate this action. Thank you for your time and continued service.

eComment: I strongly urge the city to support the residents of trails end and its purchase, so that they can transition into a resident owned community. Hearing so many of its residents speak out in opposition of the documented predatory actions of Harmony and the neglect of previous management, it is obvious that the needs and well-being of the individuals here are not met, haven't been met, and will never be met if Harmony is allowed to purchase the property. Please help show support in order to correct these injustices. This starts by not allowing the sale to Harmony and allow for affordable housing to its current residents.

eComment: I urge the City Council to purchase Trails End MHP in order for the residents to form a Resident Owned Community. I live across the street from Trails End and my neighbors deserve this opportunity to remain together, in their homes, and with their community and family.
Not only is this action necessary to support Trails End residents, it is necessary to prevent further homelessness in our City, and to preserve affordable housing in Fresno. Allowing Harmony Communities to purchase Trails End would have devastating consequences - please support the residents and purchase the park.

eComment: Any opportunity to enhance the lives of folks who live in communities like Trails End should be taken seriously. Some people have been living here for decades and consider their neighbors family. This place is an actual community. Not considering the livelihoods of all these residents, especially at a time when the cost of living is so high, is downright irresponsible. This is a massive opportunity to do the right thing and positively impact the lives of many.

eComment: I greatly support the City purchase the Trails End property and in turn create a resident controlled cooperative. We can't afford to lose any affordable housing when we are struggling to create more new affordable housing. This can be a great pilot project that Fresno can take a lead in Statewide! If we don't do this, i feel we'll see an avalanche of future mobile home parks lead to similar purchases by the likes of Harmony. This will lead to mass displacement. Lead courageously City Council!!

eComment: I support the City intervening to allow residents of this, and other, long-neglected developments a modicum of self-determination and protection from predatory entities, entirely detached from the local community, who will come in and price long-time residents out. The City must act to combat both rent increases as such AND the entrance into our community of companies that have a pattern and practice of facilitating such increases. To the extent the company has invested in the park, it is obviously understandable the company would want that investment returned. But the expenditure of taxpayer dollars is SUPPOSED to be for the protection and progression of the community. I support City intervention.

eComment: Dear Fresno City Councilmembers, We need MORE opportunities to establish resident-owned housing cooperatives, and the Trails End Mobile Park situation lends itself perfectly as a test case for this model, since the original owner has already proven negligent and negatively impacted the residents quality of life in that setting. That's why the property was placed in receivership. It makes little to no sense to return the property back to the entity that acted irresponsibly in the first place. It is also likely Harmony Communities, based on its track record, would increase rents significantly, thereby further reducing the affordability of housing in Fresno. Fresno needs more affordable housing, not less. Please do the right thing and advocate for the court to sold to the residents as a "resident-owned community." Thank you for your consideration.

eComment: The city should purchase the Trail€™s End Park. The city should protect as much affordable housing as possible. The company trying to purchase the park will not improve the lives of residents or bring anything noteworthy to the city. The city should represent its citizens, particularly during a time of historic rent increases.

eComment: One person has already died because of the neglect of the previous owner. If you all allow another company with a known history of neglect to purchase the property the resulting damage or deaths will be on you all for not allowing the residents to purchase the land. You have a chance to stand up for your constituents and show that you actually care about them other than when it's time to vote for you. Doing this probably won't get you any votes or much news coverage but its the right thing to do and that should be enough.

eComment: I support the residents of Trails End MHP and their efforts to become a resident- owned community. There is an enormous shortage of affordable housing in Fresno, so I encourage the City to do everything in its power to preserve whatever affordable housing we currently have, and protect the families at Trails End.

eComment: I urge City Council to support the Trails End MHP becoming a resident-owned mobile home park. Listen to and work with Fresno residents.
