PROJECT DESCRIPTION: The Project entails all tasks required to repair, maintain, and/or return public water supply well pumping
assemblies to proper working order, including pulling and transporting a pumping assembly, inspecting and
repairing a pumping assembly, reinstalling and
disinfecting a pumping assembly, and furnishing and
installing column pipes, line shafts, bronze retainers with bearings, and other parts necessary for a pumping
assembly where needed. The requirements contracts will
be used for any public water supply well pumping
assembly as needed. The order of pumping assembly
repair will depend on the needs and status of the water system over the course of Project.

The Project is exempt under Section 15301(b)/Class 1 and Section 15302(c)/Class 2 of the California Environmental Quality Act (CEQA) Guidelines.

Under Section 15301/Class 1, projects are exempt from CEQA requirements when the y consist of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.

Under Section 15302/Class 2, projects are exempt from CEQA requirements when they consist of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.

The Project described herein represents recommended maintenance activity and necessary repairs of existing public water supply pumping assemblies w ithin the City of Fresno. The regular repair and maintenance activities are necessary to improve the efficiency and reliability of the pumping stations. The Project also entails the replacement of any components of the pumping assembl ies as deemed necessar y during the inspections, including the column pipes, line shafts, bronze retainers with bearings.

Following their repair, the pumping assemblies will be disinfected and reinstalled into the same wells from which they were pulled.

The Project will not expand the use of the se existing well facilities. Any necessary replacement of components of these existing utilities systems will not change the purpose or capacity of the well facilities.

None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2, apply:

(a) Location The Project is not located in a sensitive environment or an environmental resource of hazardous or critical
concern as designated by federal, state, or local
agencies.

(b) Cumulative Impact The Project will not have a cumulative negative impact over time that is significant. A well is
rehabilitated once every 10 or more years and the
impacts are beneficial to the operation of the well and surrounding aquifer.

(c) Significant Effect The Project will not have a significant effect on the environment due to unusual circumstance. The well
rehabilitations are routine maintenance following
industry standards.

(d) Scenic Highways The Project will not result in damage to scenic resources, including but not limited to, trees, historic buildings, roc
k outcroppings, or similar resources,
within a highway officially designated as a state
scenic highway. The Project is not located near
scenic highways.

(e) Hazardous Waste Sites The Project is not located on a hazardous waste site which is included on any list compiled pursuant to
Section 65962.5 of the Government Code.

(f) Historical Resources The Project will not cause a substantial adverse change in the significance of a historical resource .

The Project is limited to rehabilitation of public water supply wells, which are not historical resources.

Furthermore, the proposed project is not expected to have a significant effect on the environment. Accordingly, a categorical exemption, as noted above, has been prepared for the project.
