RFP Committee Evaluation Report
Request for Qualifications (RFQ) #10099 for
IT Strategic Plan Update
FROM: Bryon Horn, CIO
Information Services Department

OVERVIEW
On March 16, 2022, a Request for Qualifications (RFQ) was issued seeking proposals from qualified consulting firms to update the City’s IT Strategic Plan resulting in the creation of a new five-year (5) IT Strategic Plan. The RFQ closed on April 15, 2022, and we received 4 responses.

COMMITTEE
The evaluation committee consisted of the ISD Management Team:

Bryon Horn, CIO
Frank D. Vawter, Assistant Director
Dennis Jones, Systems and Applications Manager
Zachary Serrano, Cybersecurity Manager
Edward Smith, GIS Manager
Armen Megerdichian, Computer Services Manager
Kim Jackson, Administrative Manager
Sarah Beye, Senior Management Analyst

PROCESS
The RFQ closed on April 15, 2022. There were four respondents and the team was provided electronic copies of the proposals. Vendor presentations were completed on May 3, 2022. After scoring the proposals, ThirdWave and SDI were tied. This sparked a debate on which proposal was a better value for the City as the team felt that either proposal would fill the needs of the City. Carefully considering the proposals with a fair amount of deliberation, it was determined that ThirdWave Corporation should be awarded based on their proposal, presentation and references. It should be noted that ThirdWave also includes a GIS Strategic Plan for which the City is opting to include.

RECOMMENDATION
From the committee’s evaluation, staff evaluation, vendor demonstrations, references and outside feedback, ThirdWave Corporation was chosen as the committee’s recommendation. Key factors in the selection included ThirdWave’s approach, project management approach, their patented process evaluation and that their references highly recommend them. Due to ISD’s involvement in the Municipal Information Systems Association of California (MISAC), ISD had established relationships with many of the agencies who used the proposed solutions and was able to gain good feedback as a result. The selection process carefully followed provisions and selection criteria in the City’s Administrative Order for Contracts and Consultant Services (AO 6-19). 2
