NOTICE OF PUBLIC HEARING
DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF FRESNO AND PARC WEST DEVELOPMENT, INC; AND, ADDENDUM TO FINAL ENVIRONMENTAL IMPACT REPORT SCH NO. 2020039061
NOTICE IS HEREBY GI VEN that the Fresno City Council , in accordance with Sections 65090 and 65091 (Planning and Zoning Law) of the Government Code and in accordance with the procedures of Article 50, Chapter 15, of the Fresno Municipal Code, will conduct a public hearing to c onsider the items below pertaining to ±160 total acres of propert y located on the west side of North Grantland Avenue between West Ashlan Avenue and the West Gettysburg Avenue alignment . At the hearing, the following will be considered:
1. Addendum to Final Environmental Impact Report (EIR) SCH 2020039061: Consider a recommendation to the City Council regarding an Addendum to Final Environmental Impact Report SCH 2020039061, as certified by the Fresno City Council on January 28, 2021, for purposes of the proposed Development Agreement.
2. Development Agreement by and between the City of Fresno and Parc West Development, Inc.: Consider a recommendation to the City Council regarding a proposed Development Agreement by and between the City of Fresno and Parc West Development, Inc., for purposes of the Parc West Project and Area, comprising ±160 total acres of property located on the west side of North Grantland Avenue between West Ashl an Avenue and the West Gettysburg Avenue alignment.
In response to COV ID-19, City Hall Council Chambers and City Hall will be open to the public at limited capacity for City Council hearings to allow for social distancing. Any interested person may also participate electronically during the public hearing to speak in favor or against the project proposal, by Zoom meeting with instructions provided on the Cit y Council Agenda, and present written testimony at least 24 hours in advance, pursuant to the City Co uncil rules and procedures, or they may be excluded from the administ rative record of proceedings. If you challenge the above application(s) in court, you may be limited to raising only those issues, you, or someone else, raised at the public hearing described in this notice, or in written correspondence delivered to the Development Services Division of the Planning and Dev elopment Department and/or Planning Commission/City Council at, or prior to, the public hearing. The Fresno City Planning Commission considered this application at its meeting on May 04, 2022, and voted u nanimously to approve the staff recommendation
NOTE: This public hearing notice is bei ng mailed to surrounding property owners within 1,000 feet of the project site pursuant to the requirements of FMC Section 15-5007.

Documents are available for viewing at City Hall during normal business hours (Monday-Friday, 8 a.m. -5 p.m.) by appointment only .
