Meeting: City Council on 2022-06-09 9:00 AM - Regular Meeting Item: 1.-Q. ID 22-850 Approve the First Amendment to the property management agreement with Turning Point of Central California, Inc., for The Valley Inn, a 107-room motel located at 933 N. Parkway Drive (APN 449-335-32), to provide temporary shelter and prevent COVID-19 among individuals experiencing homelessness in the City of Fresno to extend the term of the agreement for one year until June 24, 2023, and add additional insurance requirements to the agreement as Exhibit E
eComment: As of now the motels that we bought to actually help the homeless are not helping them at all hence they are being kicked out for acting as if they are still homeless. We should be providing in house social services, intense case management, drug/mental health treatment as needed. We will NEVER cure homelessness until we address root causes. We can not keep blaming the county and we need to start throwing money into mental health/drug treatment.

eComment: Dear council, I ask again that you oppose this item, not only to preserve the protections, but even for the symbolic power of it. Cases are going up and hospitals are being impacted again. Deaths are still happening (300 a day, last I heard nationwide), which means our community and our most vulnerable are still at risk. We have the threat of long term COVID impacts, of which we still don't know the full scope. I have appreciated the city's leadership in this and ask that you continue it.

Meeting: City Council on 2022-06-09 9:00 AM - Regular Meeting Item: 3.-D. ID 22-931 Progress of Code Enforcement, including ASET Quarterly report. eComment: We have limited resources and we need to focus on what helps Fresno most. There are areas where Code enforcement is needed. However, with HART and the implementation of the ordinance to increase fines for private property for "illegal occupancy," it seems that justifications are used to simply continue encampment sweeps that are accomplishing little but displacing people and causing significant psychological and health impacts on those who cannot access shelters or housing. The 311 line seems largely promoted to give people a number for complaints. I understand the community is frustrated, but they direct that frustration solely on people who cannot do anything about it until they have resources and don't know where to go.
There has been an increase of private property owners vacating people from their lots, and while this is their discretion, the increase comes after the city passed increased penalties to the owners for the unhoused being there. I have known those, other than We Are Not Invisible/Dez Martinez, who wanted to use their own property for a safe lot, which would be managed, keep the lot clean and watched over, and would keep more people off of public and other properties and they were forbidden with a threat of fines, which lacks heart to be sure. The city should instead work with property owners to ensure that safety needs are met and work on a plan for allowing safe lots and other alternatives.

Meeting: City Council on 2022-06-09 9:00 AM - Regular Meeting Item: ID 22-906 HEARING to consider Rezone Application No. P22-00451 and related Environmental Assessment No. P22-00451 pertaining to ±5.57 acres of property located on the southwest corner of West Bullard Avenue and North Del Mar Avenue (Council District 4) - Planning and Development Department. 1. ADOPT Environmental Assessment No. P22-00451, dated May 18, 2022, a determination that the proposed project is in compliance with Section 15183 (Projects Consistent with a Community Plan, General Plan, or Zoning) of the California Environmental Quality Act (CEQA); and, 2. BILL - (For introduction and adoption) - Approving Rezone Application No. P22-00451 requesting authorization to rezone the subject property from the PI/cz (Public and Institutional/conditions of zoning) zone district to the PI/cz (Public and Institutional/conditions of zoning) zone district in order to modify the conditions of zoning tied to the ±5.57 acres of property located at 255 West Bullard Avenue. eComment: Dear council, I recognize two things that I have observed: there is a lack of clear understanding and outreach to the neighborhood regarding this item and 2., partially because of that, there is opposition by those living near there. I am saddened by comments during Planning commission that I heard a month ago stating that an affordable housing complex would bring more problems to their neighborhood, as it contains many misconceptions that could be addressed. While it seems that the proposed use has not been made clear, we need more multi- income, mixed use, affordable housing throughout Fresno and I support the use of the old Milan property for this use. We do need sufficient community engagement to address concerns and dispel misconceptions, especially as negative information can continue to be disseminated (I keep hearing an inaccurate claim regarding the lack parking at another complex).I We need good housing in all districts of Fresno, and if this is the intended use, it would meet a lot of needs as far as a location close to resources.

Public Comment: Support to rezone West Bullard and Del Mar Dear City Council, fellow neighbors in Fresno, and the West Bullard and Del Mar Concerned Neighbors,
I am writing this comment in support of the rezoning of West Bullard and Del Mar for affordable housing.
I am the person that proposed this location for several years after asking law-abiding senior citizens on fixed incomes, those who have disabling medical conditions, and other legitimate reasons that place them in the need for affordable housing.
I wanted to share that I respect the concerns of the West Bullard/Del Mar neighbors.
When I was a paralegal in Silicon Valley, before being priced out of the housing market and moving to Fresno, CA five years ago, I was concerned about three proposed projects in my Mountain View, CA neighborhood (the city where Google headquarters is located), and two near the law office where I worked in Palo Alto, CA.
One on El Camino Real across from Stanford University that looks quite swank, but is affordable housing with security.
I had serious doubts about the projects, and I anticipated the worst. But the buildings went up, folks in grave need including senior citizens and those with medical conditions, were stabilized. Nothing bad happened.
Very good things happened from these stabilization projects. The need for hospitalizations and increased medical costs decreased. People could focus on their next steps, to live their best possible lives and to contribute to our community.
They had a roof over their head, a kitchen, heating and air conditioning, a bathroom, clean water, a safe place to sleep, and a locking door.
74% of homeless people are NOT substance abusers, but people who've had a major destabilizing event such as a medical crisis, job loss, loss of housing, not enough funds to afford an apartment, Social Security checks which are too small, and other serious situations like domestic violence and a loss of housing and income from that.
Please follow the Mid-Peninsula Housing Foundation on social media, the geniuses behind the projects that improved my former communities. Also follow Preston Prince, the former head of Fresno Housing, who now heads Santa Clara Housing in San Jose, CA.
Law-abiding folks with health problems and seniors do not wish to live in dangerous Fresno, CA neighborhoods, just because they had the misfortune to have a destabilizing event.
Those waitlisted for affordable housing in Fresno take years.
In my own situation, I had to be hospitalized multiple times for my life long disability epilepsy, a brain problem.
I was not able to work.
It takes years to be approved for Social Security disability, a real shame.
I spent through my savings and became homeless. My family is dead or in care homes, unable to help me. I am 60 yrs old.
I do not smoke, drink, use drugs, or have a criminal history. I earned A's in college. I changed California law for high-risk crime victims and got the Safe at Home Program, administered by the California Secretary of State, passed into law. That took me four years and testifying in Sacramento before a State Senate committee.
I am on year four of sleeping in my car.
I have been through Fresno, Ca's shelters. They are dangerous, and untrained in helping a person like me with epilepsy. 1 in 26 of us have an epilepsy diagnosis.
I have a medical condition, not a broken moral compass. I don't need hand-holding and supervision. I need a clean, safe place to live.
I was grieved going through Fresno, Ca's homeless shelters for women. So many medically sick women in their 40s to 70s are without housing.
One woman that I knew from a shelter, an educator with a Master's degree who lost her career and home due to a serious medical condition and no Social Security disability, was brutally raped and beaten within an inch of her life. She required more than one month in the hospital, and reconstructive surgeries.
Our entire system paid a huge price, to the tune of millions of dollars, in that case The People of the State of California v. Micah Collins.
The jury convicted Collins. He got sentenced to 40+ yrs in prison.
This dear educator friend, a talented knitter, had lost enough due to an acute illness.
The whole Collins criminal case could have been avoided if my friend had safe housing and support services.
How much housing and support services would the Collins case have bought our community?
Fresno can study best practices that have worked in other communities and solve these housing problems. It is far cheaper than having people become crime victims, and having hospitals, law enforcement agencies, jails, courts and juries knock themselves out on entirely preventable, and multi-million dollar, problems.
East Coast attorney Emily A. Benefit has written that "Housing is health." She's right.
We either pay on the front end for housing and stabilization of folks, or pay millions of dollars on the backend (all of the hidden costs that keep people destabilized).
Perhaps we can have coffee and discuss these issues.
I am happy to say that I was wrong about affordable housing projects coming to where I lived and worked. They actually worked, and we're gorgeous! Whom do you know who needs affordable housing? How would they benefit from a good apartment building?
A member at Hope Lutheran Church, corner of Barstow and Fresno Sts, told me that her disabled daughter has been waitlisted for eight years for a Fresno, CA affordable apartment. Fresno sent their family a letter, which the family says they never received. The family received no emails from Fresno. Fresno dropped the disabled daughter from the housing list. She must start over again, at the bottom. Her parents are furious, and so is she!
Best regards,
Michaela Bennett
