THE PROJECT DESCRIBED HEREIN IS DETERMINED TO BE CATEGORICALLY

EXEMPT FROM THE PREPARATION OF ENVIRONMENTAL DOCUMENTS
PURSUANT TO ARTICLE 19 OF THE STATE CEQA GUIDELINES.

APPLICANT: Steve Delsid
Department of Public Works
City of Fresno
2600 Fresno Street
Fresno, CA 93721
PROJECT LOCATION: The local roads of Yale Ave, Garden Ave, Cambridge Ave, Vassar Ave, Lauren Ave, Wel don Ave, Matus Ave, and
Normal Ave bounded by Chestnut Ave, Clinton Ave, Winery Ave, and University Ave in Fresno, California.

PROJECT DESCRIPTION:

The City of Fresno Department of Public Works is proposing to make im provements to the local roadways at the project location. The pr oposed project will fully reconstruct the local roadways and all locations of existing curb, gutte r, and sidewalk at all intersection corners within the project location. So me of the affected intersec tion will be r estriped where the stripes are to be removed.

The reconstruction of the local r oadways will slightly expand the City’s rights-of-way near the intersection of Vass ar Ave and Winery Ave. This slight expansion will require the right-of- way from the adjac ent landowner’s property, specifically at 4885 E Vassar Ave, APN 494-122-26.

This project is exempt under Section 15301/Cl ass 1 of the California Environmental Quality Act (CEQA) Guidelines.

Section 15301/Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The ty pes of "existing facilities" itemized below are not intended to be all-inclusiv e of the types of projects which might fall within Class 1. The key consideration is whet her the project involves negligible or no expansion of an existing use.

Specifically included in this class of exemption are:
(c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety); and d) Restoration or rehabilitation of deteriorated or damaged structures, facilitie s, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and re sulted from an environmental hazard such as earthquake, landslide, or flood.

The proposed project to make improvements to th e local roadways of Yale Ave, Garden Ave, Cambridge Ave, Vassar Ave, Lauren Ave, Weldon Ave, Matus Ave, and Normal Ave bounded by Chestnut Ave, Clinton Ave, Winery Ave, and University Ave in Fresno, California, by simply removing and replacing the existing roadw ay and many locations of sidewalk to make accessible. No additional traffic or associated traffic impacts will result from the proposed improvements. The project is consistent with the Fresno Gener al Plan and complies with all conditions described in Section 15301/Class 1 of the California CEQA Guidelines.

None of the exceptions to Cat egorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. Furthermore, th e proposed project is not expected to have a significant effect on the environm ent. Accordingly, a categorical exemption, as noted above, has been prepared for the project.
