CITY OF FRESNO

CATEGORICAL EXEMPTION
ENVIRONMENTAL ASSESSMENT NO. PW00946

THE PROJECT DESCRIBED HEREIN IS DETERMINED TO BE CATEGORICALLY

EXEMPT FROM THE PREPARATION OF ENVIRONMENTAL DOCUMENTS
PURSUANT TO ARTICLE 19 OF THE STATE CEQA GUIDELINES.

APPLICANT: City of Fresno
Department of Public Works
2600 Fresno Street
Fresno, CA 93721

PROJECT
LOCATION:

Palm Avenue, from H Street to Dakota Avenue, and Belmont Avenue from Palm Avenue to Blackstone Avenue.

PROJECT
DESCRIPTION:

The City of Fresno Departmen t of Public Works proposes making improvements along Palm Avenue, from H Street to Dakota Avenue, and Belmont Avenue from Palm Avenue to Blackstone Avenue. The improvements along Pa lm and Belmont Avenues will reduce the number of travel lanes from four consistent lanes to three to make room for Class IV bike way lanes and bu ffered Class II bike lanes. No roadway surface improvements, such as widening, will occur, only the protected bike lanes on both sides of the roadwa
ys.

This project is exempt under Section(s) 1 5301/Class 1 of the Calif ornia Environmental Quality Act (CEQA) Guidelines.

EXPLANATION:

Section 15301/Class 1 consists of the operation, repai r, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The types of “existing facilitie s” itemized below are not intended to be all inclusive of the types of projects which mi ght fall within Class I. The Key considerations whether the project involves negligible or no expansion use.

Specifically included in the class of exemption are:
(c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety, and other alternates such as the additio n of bicycle facilities, includ ing but not limited to bicycle parking, bicycle-share facilities and bicycle lanes , transit improvements cu as bus lanes, pedestrian crossings, street trees , and other similar alterations that do not create additional automobile lanes).

The proposed Palm Avenue and Belm ont Avenue lane reconfiguration involves no alteration to the rights-of-way within the improvements to improve public safety (bicyclist) along both roadways. The proposed lane rec onfiguration improvements consist of reducing the number of lanes from four to three to allot room fo r the protected Class IV bike way or a buffered Class II bike lane on both sides of the roads . The proposed alteration will require the understanding of the revised vehicular and bicycle lanes by the surrounding landowners.

None of the exceptions to Categorical Exempti ons set forth in the CEQA Guidelines, Section 15300.2 apply to this project. Furthermore, the proposed project is not expected to have a significant effect on the environment. Accordingly, a categorical exempti on, as noted above, has been prepared for the project.

No adverse environmental impacts will occur as a result of the proposed project.
