Revenue Replacement
- Under ARPA Final Guidance, entities that receive a direct allocation of ARPA funds can use at least a portion of the monies to backfill revenues presumed to be lost due to the COVID pandemic’s economic impacts. - Revenue Replacement dollars can be used for any purpose the governmental entity deems appropriate. For all intents and purposes, they can be treated just like General Fund dollars. - The ARPA Final Guidance lists three methodologies for calculating the Revenue Replacement amount:
• Based on actual revenues calculated on a calendar year basis. • Based on actual revenues calculated on a fiscal year basis. • A flat $10 million standard allowance.
- In March 2022, Council approved the recognition of the $10 million standard allowance as Staff had determined that amount would be the minimum Revenue Replacement the City could claim. - Since then, Staff has completed the calculations for revenue replacement on a fiscal year basis and identified that the City can recognize up to $88,936,400 in revenue loss based on the Annual Consolidated Financial Reports (ACFR) for FY2020 ($37,807,000) and FY2021 ($51,129,400).
- ARPA Reporting Guidance recommends (but does not mandate) that Revenue Replacement dollars be spent on projects.
