• Shall not encroach into public right-of-way
• Shall be completely installed behind a nonelectric fence or wall • Shall comply with setbacks of the underlying zone district • Compliant with CA Civil Code Section 835 – Electrified Security Fences “The modification to permit electric fences in additional zone districts seeks to promote and protect the safety and general welfare of private businesses at the expense of the health and safety of the general public.” RESPONSE: Employees ARE the general public. Criminal trespass is a public safety issue on many fronts – employee endangerment, stolen equipment/vehicles on public roadways, stolen freight on the streets, etc.
