A RESOLUTION OF THE COUNCIL OF THE CITY OF
FRESNO, CALIFORNIA, APPROVING AN EXCEPTION TO
FORMAL BIDDING REQUIREMENTS AND AUTHORIZING
A SOLE SOURCE CONTRACT FOR LICENSE PLATE
RECOGNITION SYSTEM EQUIPMENT
WHEREAS, the City of Fresno requires License Plate Recognition (LPR) equipment to be installed at Fresno Yosemite International Airport's (FAT) surface parking lots, parking garage, and employee lot; and
WHEREAS, following a procurement process, the City installed SKIDATA brand Parking Revenue Control System (PARCS) equipment at parking lots at FAT in 2016, purchased from Sentry Control Systems, LLC. (Sentry) dba SkiData; and WHEREAS, a sole source contract was awarded to Sentry dba SkiData in 2019 for PARCS equipment for the new long term credit card only and economy lots.
WHEREAS, LPR software and hardware is proprietary, and the LPR system must integrate with the PARCS equipment to provide parking customers with the ability to pay without issuing tickets upon entrance , and to allow for a more accurate inventory of vehicles parked at the different parking lots of FAT; and WHEREAS, staff has determined SkiData meets all of Airports' requirements for installing and integrating PARCS in the Expansion lots; and WHEREAS, SkiData provided a quote to Airports on August 16, 2022 to provide, install, and maintain the LPR equipment for $350,340; and WHEREAS, City Charter Section 1208 requires advertised competitive bidding for equipment involving the expenditure of City monies in excess of $158,000 , unless Council Date Adopted :

determines the goods to be supplied can only be provided by one source and the purchase is authorized by resolution of Council containing a declaration of the facts constituting the sole source; and
WHEREAS, the City Manager has approved the proposed sole source purchase of LPR equipment from SkiData, and the Airports Department now seeks Council approval of such purchase .
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno as follows:
1. The recitals above are incorporated as though set forth in these findings.
2. Based on the information above, it is appropriate for the City to dispense with competitive bidding requirement in this instance and to authorize the Airport to purchase the LPR equipment from Ski Data under the sole-source exception.
3. It is proper to dispense with the competitive bidding requirement and execute a contract with Ski Data, Inc., to purchase and install LPR equipment in the Airport parking lots and parking garage.
4. The Director of Aviation or designee is hereby authorized to purchase the LPR equipment and associated services as set forth in the bid from SkiData. 2 of 3
