SUBJECT: AWARD A UNIQUELY QUALIFIED SERVICE AGREEMENT TO GCR INC. DBA TADERA FOR SOFTWARE LICENSES, SERVICES, AND
SUPPORT IN CONNECTION TO FRESNO YOSEMITE INTERNATIONAL
AIRPORT'S (FAT) LEASE MANAGEMENT AND BILLING SYSTEM
The purpose of this memorandum is to request the City Manager make a uniquely qualified determination for GCR Inc., dba Tadera ("Tadera"), as set forth in Administrative Order ("AO") 6-19, so that the Airports Department ("Airports") may seek a City Council award of a new Service Agreement (Agreement) for software licenses, services, and sup port to Tadera in connection with Airports' use of the Airport Business Revenue Manager software.
Airport Business Revenue Manager (ABRM), a software product developed by Tadera, is a lease management and billing system designed for airports. Airport-centric modules in ABRM assist with the management of tenants and facilities, aeronautical activity, utilities, revenues, joint use, and spaces. Each part of ABRM is essential to the day-to-day activ ities of managing Airports' tenants, agreements, and revenues. Having this information in one software system provides needed efficiency to the department since multiple divi sions within the department use ABRM.
Airports manages and oversees over 1,000 active contracts with various stakeholders (i.e., tenants, airlines, concessionaires, ground handlers, licensees, permittees, etc.) at FAT and Fresno Chandler Executive Airport (FCH). Airports has been using Tadera products since 2005 to manage these contracts and their billings. Over the years, Tadera has worked closely with Airports to customize the software to meet the Department's needs. This new three-year Agreement will allow Airports to continue using ABRM. This Agreement also contains a two-month gap coverage that will align the contract years with the City's fiscal year.
Tadera is uniquely qualified to perform these services because the cost of completing an RFP, migrating current and historical agreements, activity, and billings to a new lease management system, and retraining staff is greater than the cost of this Agreement. The cost for the two-month gap coverage is $5,140. Cost for the first year is $60,000, and increases 5% the following two years. The total cost for this Agreement's term is $194,290.
