Section 15301/Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or fomer use. The types of “existing facilities” itemized are not intended to be all inclusive of the types of projects which might fall within Class 1. The key consideration is whether the project involves neglig ible or no expansion of use. This project will provide public transportation improvements to 19 existi ng bus stops at various locations within the city limits of Fresno and will involve negligible expansion of capacity. These improvements will add safety features and accessibility amenities at each of the 19 bus stops, which will be beneficial to the public who use the FAX bus transportation system.
Section 15302(c)/Class 2 consists of replacement or rec onstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and c apacity as the structur e replaced, including but not limited to:
(c) replacement or reconstr uction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The proposed reconstruction of 19 existing FAX bus stops at various locations within the city limits of Fresno will provide additional safety features and accessibility amenities that will benefit FAX ridership, and the reconstruction will involve negligible expansion of capacity.
