CONSOLIDATED PLAN & ANNUAL ACTION PLAN
• Identifies and prioritizes community development and
housing needs
• Serves as funding application for the Community
Development Block Grant (CDBG), HOME Investment
Partnerships Program (HOME), Emergency Solutions Grant
(ESG), and Housing Opportunities for Persons with AIDS
(HOPWA) Program
• Develops a strategy to target federal grant money to areas with greatest needs
ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE
Assesses equal access to housing as set forth by Title VI of the Civil Rights Act of 1964 and Fair Housing Act of 1968, which:
“protect a person’s right to own, sell, purchase, or rent housing of his or her choice without fear of unlawful
discrimination”
Recipients of HUD funds are required to take meaningful actions, in addition to combating discrimination, that:
• Overcome patterns of segregation and
• Foster inclusive communities free from barriers that restrict access to opportunity based on protected characteristics:
