WHEREAS, Jet Lim began his distinguished City of Fresno career in 1990 after earning a master’s degree in Planning and Urban Development from California State University, Fresno . He initially worked the Planning Department’s front counter, assisting with building and planning permits; and
WHEREAS, in 1994, Jet transitioned to the Community Sanitation Division, where he played a pivotal role in developing the City’s first graffiti abatement project . He helped address community concerns with innovative solutions at a time when graffiti and neighborhood blight were rampant; and
WHEREAS, under Jet’s leadership, the Graffiti Abatement Program evolved through multiple departmental transitions, while maintaining a culture of stability and purpose that ensured its community service focus; and
WHEREAS, Jet used technological advancements to improve the program’s efficiency, including standardized paint colors, hotspot canvassing, and development of a rapid response graffiti abatement truck; and
WHEREAS, utilizing his entrepreneurial talents, Jet empower residents with graffiti cleanup kits and organizing volunteer “paint outs .” He transformed graffiti abatement into a collaborative effort between the City and its residents; and
WHEREAS, after 35 years of exemplary service, Jet retired on March 21, 2025, leaving behind a legacy of public service commitment, innovative leadership, community engagement, and unwavering commitment to the City of Fresno that improved the quality of life for all residents, and beautified Fresno.
NOW, THEREFORE BE IT RESOLVED , that we, Mayor Jerry Dyer and Members of the Fresno City Council, do hereby proclaim Thursday, April 10, 2025, to be:
“Jet Lim Day”
