2024-2025 Annual Action Substantial Amendment 2024-01
April 24, 2025 Page 3 of 19
Summary
The City of Fresno (City) is a federal entitlement community that receives an annual allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). As an entitlement community, the City is required to prepare an Annual Action Plan detailing the uses of CDBG and HOME funds to meet its affordable housing and community development goals as outlined in its Consolidated Plan.
For Program Year 2024-2025, the City is proposing to make a substantial amendment to its submitted plan. The purpose for the substantial amendment is to reprogram funds from program savings and other sources to demolition in support of affordable housing development, housing rehabilitation, and Tenant Based Rental Assistance (TBRA).
To reprogram the funds, a substantial amendment is required. On February 12, 2025, the City published Substantial Amendment 2024-01 to the 2024-2025 Annual Action Plan for the required 30- day public comment period. These efforts are in alignment with the City’s 2020- 2024 Consolidated Plan goal to increase access to affordable housing.
Sources of Programmed Funds
Substantial Amendment 2024-01 will reprogram $1,214,423.49 of CDBG funds and $135,571.41 of HOME funds to support affordable housing development through demolition, exterior repairs, and rental assistance.

The use of the money is either fraudulent or bad mismanagement. A better use of the funds would be to put back into the city infrastructure or to increase commerce. By increasing commerce then you will defeat homelessness. By incentivizing the behaviors that lead to homelessness then you are creating more. Stop encouraging the behavior.
[City Response:
• The proposed uses of the funds being reprogrammed are eligible under the CDBG and HOME programs and meet immediate needs of the city.

I reside in 93722. Everytime I inquire about funding help for anything they say my zip code isn’t included. 93722. Me and my disabled husband needed/need help with certain things. We worked and contributed all our life and now pay taxes like everyone else but bc we live in the wrong zip code area don’t qualify??? Is this re directing of funding just for very low zip code areas? Bc if so it’s not fair!!! [City Response:
• The purpose of CDBG and HOME funds is to assist low- and moderate-income families and households.

What you provide was next to useless. If you want us to really know about this subject, you would provide a link to the material you are writing about. This link would take me directly to the subject matter not to a menu that is vague.
[City Response:
• The City remains committed to enhancing the accessibility of draft documents for public review and comment. Public notices include links to the draft document for review and survey to provide input. Future public communications will include more direct links to draft documents under public review and comment.

I'd like to make awareness on some people like myself who are paying off huge debts but our income is over average. We need affordable housing for families who have been responsibly paying off loans and are ineligible for assistance housing because our documented income is more than the average while in reality we are also barely making rent and needing to visit food banks. Thank you for your consideration.

I am dismayed that it costs $500,000 to carry out demolition on 1 building. Sounds like someone is getting a fat contract at taxpayer expense. Could we do better? [City Response:
• The $580,300 in CDBG funds proposed to be reprogrammed for the demolition of a building in support of affordable housing includes preliminary engineering, utility costs, construction engineering, and other miscellaneous costs. The costs are eligible and reasonable given current market conditions and comparable projects.
