NOTICE OF PUBLIC HEARING
PLAN AMENDMENT-REZONE APPLICATION NO. P23-03006 AND
ENVIRONMENTAL ASSESSMENT NO. P23-03006
NOTICE IS HEREBY GIVEN that the Fresno City Planning Commission and the Fresno City Council, in accordance with Sections 15-4902, 15-4903, 15-5007, 15-5809 and 15-5810 of the Fresno Municipal Code (FMC) and California Government Code Section 65854 , will conduct public hearings to consider the items below, filed by Bonique Emerson of Precision Civil Engineering, Inc., on behalf of Ryan Lancer of Buzz Oates Management Services. At the hearings, the following will be considered:
1. Environmental Assessment No. P23-03006, dated April 2, 2025, consideration of the Addendum to Final Program EIR (SCH No. 2017031012) for the Southwest Fresno Specific Plan, dated April 2, 2025, for the proposed project pursuant to California Environmental Quality Act Guidelines Section 15164.
2. Plan Amendment Application No. P23-03006 consideration of an amendment to the Fresno General Plan and the Southwest Fresno Specific Plan to change the planned land use designation for the subject properties from Neighborhood Mixed Use to Employment – Light Industrial and amendment to Policy LU-8.1 of the Southwest Fresno Specific Plan.
3. Rezone Application No. P23-03006 consideration of a rezone to change the subject properties from the NMX (Neighborhood Mixed Use) zone district to the IL/cz (Light Industrial/conditions of zoning) zone district.
*The above items are available for public review via e -mail (noted below) and within the upcoming Planning Commission and City Council agendas. Please contact the Planner (noted) below for additional information.
Any interested person may watch either or both of the meetings electronically during the public hearing through instructions provided on the Planning Commission and City Council Agendas. Any interested person may appear at either or both of the public hearings and present written testimony, or speak in favor or against the project proposal. However, for Planning Commission , all documents, including written testimony, shall be submitted at least 24 hours in advance of the Planning Commission agenda item being heard, via e-comment or by email to [email protected] (cc [email protected]) pursuant to the Planning Commission rules and procedures. All documents submitted to the City Council for its consideration shall be submitted to the City Clerk at least 24 hours prior to the Council Agenda item being heard, pursuant to the City Council’s meeting rules and procedures. If an individual challenges the above applications in court, they may be limited to raising only those issues that were raised at the public hearings described in this notice, or in written correspondence delivered to the Development Services Division of the Planning and Development Department and/or Planning Commission and City Council consistent with their respective rules of procedure at, or prior to, the public hearing . The Planning Commission recommendation on the proposed Plan Amendment, Rezone and Environmental Assessment will be considered by the City Council.
